Executive Summary

Periodic updates to citywide Classification and Compensation schedules are necessary for the City of San Marcos to remain competitive in the employment market. Two updates are presented in this schedule to meet the current and future needs of additional part time staff support roles.

 

Discussion

Attracting subject matter experts as in-house staff is vital for improving operational efficiency and leveraging specialized knowledge. Their expertise fosters innovation and enhances our ability to tackle complex challenges. Traditionally, these experts have been engaged as contractors or retired annuitants, often for limited-term projects specific to municipal needs. To address these current and future needs, we introduced a new Grade K classification with a classification titled "Management Specialist," creating an in-house pathway for niche project-based work based on the needs of the city, at the range of $50 - $150/hour. Additionally, we updated existing Grade J's compensation maximum to $75/hour. These edits bring the in-house staffing option into better alignment with contract rates and titles to more clearly reflect the scope of work performed.

 

Environmental Review

This action does not constitute a “project” as defined under Section 15378 of the California Environmental Quality Act Guidelines (California Code of Regulations, Title 14, Division 6, Chapter 3, Sections 15000 - 15387), and is therefore not subject to environmental review pursuant to Guidelines Section 15060(c)(3).

 

Fiscal Impact 

The purpose of this update to the City’s Part Time Classification and Compensation schedule is to add a new position to a new pay grade, while also updating an existing title and pay range based on the needs of the organization. Currently, we do not have incumbents in these classifications so this action does not create an immediate fiscal impact.

 

When a department works with the Human Resources department for recruitment efforts, approval is required to ensure that appropriate budget is available to move forward with the proposed employment action or an additional request for budget appropriations will be made to facilitate the request.
