Executive Summary
To effectively meet high quality affordable housing financial analysis requirements, the City uses consulting services to support staff as-needed. A Request for Proposal (RFP) for Affordable Housing Financial Analysis & Related Consulting Services was initiated in August 2025 and consultant selection concluded in September 2025. Staff requests that the City Council consider approval of the award of a consultant services contract with Keyser Marston Associates, Inc. (KMA) for affordable housing financial analysis and related services, and to authorize the City Manager to execute the contract for a term of three (3) years, with two (2) one-year options to renew.
Discussion
The City engages an affordable housing financial analysis consultant to provide as-needed services to staff, including but not limited to, pro forma reviews, preparation of Section 33433 reports, and compliance monitoring. The specialized expertise and experience of consultants in this field are essential for addressing evolving requirements and ensuring alignment with industry standards. On August 1, 2025, the City publicly solicited proposals for affordable housing financial analysis and related services. On September 4, 2025, the City received three (3) responsive proposals as follows:
1. ECOnorthwest
2. KMA
3. LeSar Development Consultants
Staff reviewed and evaluated the responsive proposals based on criteria in the RFP and ranked KMA, which currently provides these services to the City as the best qualified proposer to provide this service.
Staff recommends approving the award of a multi-year consulting services agreement with KMA for as-needed affordable housing financial analysis and related consulting services, for an initial term of three (3) years with two (2) optional one-year extensions, in an amount not to exceed $275,000.00. Staff also recommends that the City Manager or delegated designee be authorized to finalize and execute the contract and any amendments or related documents thereto in accordance with San Marcos Municipal Code Chapter 2.30.
Environmental Review
The proposed action does not constitute a “project” as defined under Section 15378 of the California Environmental Quality Act Guidelines (California Code of Regulations, Title 14, Division 6, Chapter 3, Sections 15000 - 15387), and is therefore not subject to environmental review pursuant to Guidelines Section 15060(c) (3)
Fiscal Impact
The cost of these services are budgeted in the City’s Fiscal Year 2026 Operations & Maintenance Budget in the Successor Housing Agency (Fund 250). Subsequent costs during the contract term will be budgeted in future year budgets, subject to City Council approval.
