Executive Summary

Periodic updates to citywide Classification and Compensation Schedules are necessary for the City of San Marcos to remain competitive in the employment market. After the completion of a Best Value Analysis in the Building Division, the Development Services Department is shifting from an outsourced building inspection model to an in-house model, to achieve both cost savings and an increase in customer experience. In shifting to this model, several changes to the Building Inspector, Plan Examiner and Permit Technician job families were created to attract and retain employees, resulting in the creation of new classifications to be added to the Classification and Compensation Schedule.

Discussion

Classification and Compensation schedules are publicly available schedules that set the compensation ranges for each classification. As we transition out of the outsourced model and into the in-house model, a review of our internal classifications related to the building division was needed, as outlined below. As we transition to internal employees, having the ability to hire for potential and provide training pathways in gaining this municipal experience is a key to the success of the program in the current job market. These impacted positions belong to the San Marcos Classified Miscellaneous Employee’s Association bargaining unit, and the Human Resources team has successfully negotiated job description updates and pay grade placement with the Association Board.

Building Inspector Job Family:

-To create additional depth for the entry and journey level Building Inspection functions, the existing Building Inspector classification has been separated into Building Inspector I (grade 614) and Building Inspector II levels (grade 616), creating a growth pathway for this role.

Permit Technician Job Family:

-Similar to the Building Inspector Job Family, the Permit Technician function has been reformatted into a series, from entry level Permit Technician I (grade 611), to increasing responsibilities and knowledge at the Permit Technician II level (grade 612) and then the full journey level position as the Senior Permit Technician (grade 614).

Plans Examiner:

-We have also created an entry pathway to the Plans Examiner function by adding a Plans Examiner position (grade 616) to the already existing Senior Plans Examiner classification.

Environmental Review

This action does not constitute a “project” as defined under Section 15378 of the California Environmental Quality Act Guidelines (California Code of Regulations, Title 14, Division 6, Chapter 3, Sections 15000 - 15387), and is therefore not subject to environmental review pursuant to Guidelines Section 15060(c)(3).

Fiscal Impact

The action of adopting an updated Classification and Compensation schedule does not create a fiscal impact. The purpose of this update to the City’s Classification and Compensation Schedule is to add new positions to existing pay grades. No changes are being made to the pay grade values themselves. When a department works with the Human Resources department regarding hiring, promotions and/or reclassifications into a new position added to the schedule, approval is required to ensure that appropriate budget is available to move forward with the proposed employment action or an additional request for budget appropriations will be made to facilitate the request. Following the best value analysis for the Building Division, the personnel budget was determined using the in-house model, incorporating the above changes. This approach allows for flexible staffing of these functions based on the applicant pool.
