Executive Summary
The City Council adopted the 2018 Legislative Platform to guide the consideration of state and federal bills that affect City operations. In keeping with that direction, this report provides updates on legislation with an official City position.
Discussion
The State Legislature passed a $200 billion budget before the required June 15 midnight deadline. Among the highlights, the budget includes $500 million for cities dealing with the homelessness crisis, sizable increases for the California State University and University of California systems, increases for CalWORKS, funding for Census outreach and education, and some one-time money to address the backlog of untested rape kits statewide. The state’s rainy day fund will also be filled to the maximum $13.8 billion allowed by law. The budget does not include a proposed statewide tax on drinking water that the City Council previously voted to oppose.
Among the upcoming legislative deadlines and key dates are the following:
-June 28 is the last day for a legislative measure to qualify for the General Election ballot.
-June 29 is the last day for policy committees to report bills to fiscal committees.
-July 6 is the last day for policy committees to report remaining bills, and the last day before the Summer Recess.
-August 6 is when the State Legislature reconvenes.
-August 31 is the last day for each house to pass bills.
Attachment A provides an update on bills with an official City position. The status of these bills is as of June 18.
Environmental Review
There is no environmental impact.
Fiscal Impact
Unknown fiscal impacts are associated with the bills in Attachment A. A more thorough analysis of each bill’s implementation requirements is needed to demonstrate total fiscal impact.
