Executive Summary

Senate Bill 1 Road Repair and Accountability Act of 2017 (SB 1) dedicated Roadway Maintenance and Rehabilitation Account (RMRA) funds to cities and counties for basic road maintenance, rehabilitation, and critical safety projects on local streets and roads systems.

In order to be eligible to receive an apportionment of RMRA funds, the City must submit an annual list of proposed projects through an adopted resolution to the California Transportation Commission (CTC).  The City developed an SB 1 project list to ensure revenues are being used on the most high-priority and cost-effective projects that also meet community priorities for transportation investment.

Staff identified an additional potential project consistent with SB 1 funding objectives and guidelines and is seeking Council approval to submit the proposed project to the CTC for consideration of apportionment of RMRA funds.

Discussion

SB 1 dedicates approximately $1.5 billion per year in new formula revenues apportioned by the State Controller to cities and counties for basic road maintenance, rehabilitation, and critical safety projects on the local streets and roads system.

To be eligible to receive an apportionment of this funding, cities and counties are required to submit to the CTC by July 1 each year a list of proposed projects with expenditure reports detailing the description, location, expenditures, and estimates of the useful life of improvements constructed with program funding. The CTC completes an annual review of project lists and reports for completeness and provides to the Controller a statewide list of cities and counties eligible to receive RMRA funds.  Staff proposes the three projects listed below to be provided to the CTC for consideration of apportionment of RMRA funding. Council approval is required to submit the proposed project to the CTC.

Staff identified a proposed project that is consistent with the SB 1 funding objectives and guidelines, the Rancho Santa Fe Pavement Restoration Capital Improvement Program (CIP) Project #ST014. The project will focus on pavement rehabilitation on Rancho Santa Fe from approximately Melrose to Lake Ridge Drive. The treated pavement will have a useful life of 20 years. Construction is scheduled for July 2024 with completion estimated by July 2025.

Staff recommends relisting for completion the Annual Surface Seal Project FY19 - FY23 Capital Improvement Project (CIP) #ST001 within the federal fiscal year 2024. The project aims to complete preventative pavement maintenance activities on Twin Oaks Valley Road from fiscal year 2023. Construction is complete and final payments are estimated to be made in September 2024.

Staff recommends relisting for completion the Annual Surface Seal Project FY24 - FY27 Capital Improvement Project (CIP) #ST011.  The project will focus on preventative pavement maintenance activities on Las Posas Road. The treated pavement will have a useful life of 10 years. The project began in October 2023, and construction completion is estimated by September 2025.

Environmental Review

There is no environmental impact associated with this recommendation. The proposed action is exempt from environmental review under the California Environmental Quality Act (CEQA) pursuant to the Section 15061(b)(3), Review for Exemptions - Common Sense Rule, in that it will not result in any physical improvements in the City. It can be seen with certainty that this action will not have a significant effect on the environment because it will not allow for construction of any improvements. Prior to the approval of any construction document, a CEQA analysis will be conducted consistent with CEQA requirements.

Fiscal Impact

Approval of this action will allow the list of proposed projects to be submitted to the CTC by the July 1, 2024 deadline to be eligible to receive the FY 2024-25 estimated apportionment of $2.4M in RMRA funds. All RMRA-funded projects noted in the eligible list of projects (ST001, ST011 and ST014) are budgeted in the approved FY2024-25 Operations and Capital Improvement Project Budget.

No additional cost to maintain the project locations will be incurred as a result of this action.  The action does not commit the City to any expenditure.
