Executive Summary
Public Works Buildings #1 and #3, located at 201 Mata Way, are essential operational assets that support daily maintenance operations and administrative services.
The roofing systems on both buildings have reached the end of their service life and are exhibiting deterioration due to age, UV exposure, and weather. Rehabilitation of these roofs is necessary to prevent further water intrusion, protect structural components, and ensure uninterrupted Public Works operations.
Approval of this resolution will enable the installation of a new, high-performance membrane system that will extend the roofs’ useful life by 20 or more years, reduce long-term maintenance needs, and safeguard critical City infrastructure.
Discussion
Public Works Buildings #1and #3 are integral to maintenance operations for the City. Both buildings require major roof rehabilitation due to aged and failing membrane systems. Continued deterioration poses risks of additional moisture intrusion, facility damage, and operational disruptions.
The Public Works Department evaluated options for the repair of the roof membranes and determined that utilizing the OMNIA Cooperative Purchasing Program (Contract No. R230404) provides the most efficient and cost-effective approach. This cooperative contract was competitively solicited and awarded to Weatherproofing Technologies Inc. (WTI) an affiliate of Tremco CPG, Inc. on November 1, 2023 following Request for Proposal (RFP) #23-04 issued on May 10, 2023. The solicitation included cooperative purchasing language allowing other public agencies to utilize the resultant contract through Omnia’s program.
In accordance with San Marcos Municipal Code section 2.30.110 (Cooperative Purchasing, Piggyback Procurement) the City is authorized to use the Omnia cooperative, of which the City is a Participating Agency, to procure the roofing repairs.
Staff recommends that the City Council approve the award of the contract for the roof repairs in an amount not to exceed $480,000.00 and that it authorize the City Manager to negotiate, finalize, and execute all necessary agreements and related documents with Weatherproofing Technologies, Inc.
Environmental Review
The proposed contracts do not have the potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment; they therefore do not constitute a “project” as defined by Public Resources Section 21065, and are exempt from CEQA or other environmental review pursuant to CEQA Guidelines section 15061(b)(3).
Fiscal Impact
Funding for this project has been budgeted in Fiscal Year 2025-2026 in the Facilities Replacement/Rehabilitation Fund (603). This contract does not commit the City to any future expenditures beyond this authorization.
