ADOPT a resolution approving the expenditure of funds for attendance at events which are in furtherance of a public purpose.

Introduction
Pursuant to the City of San Marcos Compensation and Reimbursement Policy (“Policy”), City Council Members may receive reimbursement for, or payment of, expenses incurred while performing official duties. Section D of the Policy describes the types of official duties for which reimbursement or payment is authorized which have been determined to be in furtherance of a public purpose in accordance with California Code of Regulations Title 2, §18944.1.
Discussion
The following events are presented for a determination to the effect that attendance would constitute official duties in furtherance of a public purpose, and otherwise meets Policy requirements for City Council approval for distribution of tickets to:
• Councilmember Musgrove to attend the 2026 Midway American Patriot Gala
• Councilmember LeBlang to attend the Neighborhood Healthcare Fundraising Gala
• Councilmember Musgrove to attend the League of California Cities Annual Conference
• City sponsorship of a table at the CSUSM Annual Report to the Community
• Councilmember Musgrove to attend the 2026 California Joint Powers Insurance Authority (CJPIA) Annual Risk Management Educational Forum
Attendance is deemed to support good governance by fostering and enhancing relations with 501(c)(3) and 501(c)(4) entities.
Environmental Review
The proposed action does not constitute a “project” as defined under Section 15378 of the California Environmental Quality Act Guidelines (California Code of Regulations, Title 14, Division 6, Chapter 3, Sections 15000 - 15387), and is therefore not subject to environmental review pursuant to Guidelines Section 15060(c)(3).
Fiscal Impact
The fiscal impact to the approved Fiscal Year 2026-27 General Fund (Fund 100) budget would be as follows:
• 2026 Midway American Patriot Gala - $500 per ticket
• Neighborhood Healthcare Fundraising Gala - $400 per ticket (ticket provided to the city by Neighborhood Healthcare)
• League of California Cities Annual Conference. - $725.00 per ticket
• CSUSM Annual Report to the Community Table Sponsorship - $1000 per table
• CJPIA Annual Risk Management Educational Forum - $750 per ticket (ticket provided to the city by California JPIA)
