Executive Summary

CalRecycle provides funding for local governments to implement used oil and used oil filter collection/recycling programs.  The City has participated in the Oil Payment Program (OPP) since 2010.  The City receives approximately $13,000 annually from the grant.  The grant funds have been used in a variety of different ways over the years of implementation.  Grant funds have been used to provide education/outreach for schools, to purchase spill cleanup kits, oil/grease absorbent socks utilized by Public Works, and to install new upgraded storm water inlet filters in catch basins that do not have any filters installed or replacing filters that are outdated and/or in disrepair.  Authorizing the submittal and acceptance of future grant fund applications and funds will allow the City continued participation in this CalRecycle program.

 

Discussion

The California Oil Recycling Enhancement Act provides up to $11 million in payments to local governments for implementation of local used oil and filter collection programs. CalRecycle’s OPP used oil recycling grant program provides funding for activities that reduce the amount of illegally disposed used oil, recycle used oil/used oil filters and reclaim used oil.  The current OPP provides funding to assist local governments in developing and maintaining an on-going used oil filter collection/recycling program for their communities.  Payments are calculated per capita using the State of California Department of Finance’s population statistics. 

 

Most recently, the OPP grant funds have been used to install new inlet filters in catch basins with outdated filters, filters in disrepair, or in catch basins with no current inlet filter.  The new inlet filters are retrofitted on custom shelves and have an easily accessible handle making them easier to perform maintenance on.  The inlet filters can treat for pollutants including nutrients, bacteria, oil, grease, and sediment which would otherwise go into our creeks, lakes and oceans untreated.  Remaining grant funds are spent on the hydrocarbon booms which are the main mechanism in the filter to remove hydrocarbons in used oil.

 

Staff recommends authorizing the submittal and acceptance of future CalRecycle OPP grant fund applications and the allocated grant funds.

 

Fiscal Impact 

The funds made available from the CalRecycle OPP grant funds will reduce Public Works maintenance costs and a local match is not required.  Authorization of the application for future OPP Cycle funding does not commit the City to any future fiscal expenditure.
