Executive Summary
The City of San Marcos has been awarded $626,000 in grant funding from San Diego Association of Government’s (SANDAG) Housing Acceleration Program (HAP) to support the San Marcos Creek District Specific Plan update. Funds will be used to retain a consultant for the purposes of the update.
Discussion
On October 13, 2023, SANDAG awarded the City of San Marcos $626,000 in grant funding through HAP. These funds were made available through the State of California Department of Housing and Community Development (HCD) Regional Early Action Planning Grants of 2021 (REAP 2.0) program. The purpose of this grant is to fund transformative and innovative planning and capital projects, including supportive infrastructure, aimed at accelerating housing development within infill areas, facilitating the implementation of the 6th Cycle Regional Housing Needs Assessment (RHNA), and advancing Sustainable Communities Strategies (SCS).
SANDAG and city staff identified the San Marcos Creek District Specific Plan to receive this funding, which will be used to retain a consultant to provide professional services to assist the City with the plan update. In accordance with San Marcos Municipal Code (SMMC) Chapter 2.30, adoption of the proposed resolution would delegate to and authorize the City Manager to negotiate, finalize, and execute a Consultant Agreement with the firm selected through a competitive bid process, in an amount not to exceed $626,000, for the San Marcos Creek District Specific Plan update.
Staff recommends that the City Council adopt the resolution delegating to and authorizing the City Manager to negotiate, finalize, and execute a consultant agreement for professional services related to the San Marcos Creek District Specific Plan update.
Environmental Review
The activity performed under this action is not itself a “project” as defined under Section 15378 of the CEQA Guidelines, and is therefore not subject to environmental review pursuant to CEQA Guidelines section 15060(c)(3).
Fiscal Impact
The funding for the contract is budgeted within the Fiscal Year 2024-2025 Capital Improvement Program budget, project CIP# PL007, by HAP Grant in the not to exceed amount of $626,000.
