Executive Summary

The U.S. Department of Housing and Urban Development (HUD) issues Community Development Block Grant (CDBG) funds for the development of viable urban communities, by providing decent housing, suitable living environments, and expanded economic opportunities, primarily for low- and moderate-income persons.

An Annual Action Plan (AAP) is required by HUD as part of the CDBG program and identifies eligible activities the City will implement in the program year to address the current needs in the community and the goals identified in the five-year Consolidate Plan (ConPlan). The City conducted several actions as necessary to gather input from the community and based on the input received, resulted in the final draft PY 2023/2024 AAP for consideration and approval.

The City is expected to receive $710,208 in CDBG funds and anticipates that $839,776 will be available from previous program years (2018-2022) bringing the estimated total CDBG funds available to $1,549,984 for the program year to fund projects that support decent housing and suitable living environments primarily for the City’s low- and moderate-income residents.

 

Discussion

In order to receive CDBG funding, the City must have a five-year Consolidated Plan (ConPlan) and an Annual Action Plan (AAP).  The current ConPlan was approved on May 12, 2020 and is for Program Years 2020 through 2025 and identified the following goals:

                     ADA Improvements to City Facilities and Infrastructure

                     Affirmatively Furthering Fair Housing

                     Non-Profit Coordination

                     Community Facilities

 

On January 27, 2023 the City held a virtual needs assessment meeting with service providers, as well as provided an online survey, and held a public hearing on March 28, 2023 to determine the needs of the community for the PY 2023/2024 AAP.  A total of 20 individuals including 13 non-profit organizations participated in the webinar.  The most commonly reported needs identified in the survey and webinar included affordable housing, transportation/public transit services, mental health services, senior services, and youth education.

 

A draft PY 2023/2024 AAP, including the identified community needs, was published on the City’s website on April 3, 2023 for review and comment.  The public comment period will close at the end of the Public Hearing on May 9, 2023 for approval of the PY 2023/2024 Annual Action Plan.

 

HUD has notified the City that its PY 2023/2024 annual CDBG allocation is $710,208. The City anticipates that $839,776 in roll-over funds from PY2018-2022 will also be available bringing the estimated total CDBG funds available for the program year to $1,549,984.  One of the required HUD activities is Affirmatively Furthering Fair Housing (AFFH), which the City provides through contract service providers including the Legal Aid Society of San Diego to provide fair housing education, workshops, tenant and landlord mitigation and legal support for low-income families and individuals with a fair housing violation. This activity is funded through the City’s Administration allocation.  HUD limits Program Administration to twenty percent of the Cities yearly allocation and Public Service activities to fifteen percent of the allocation.

Based on the estimated funds available and the current needs in the community, staff recommends the following projects/activities for CDBG funding for PY 2023/2024:

The City is currently funding rental assistance through the CDBG funds made available to prevent, prepare for, and respond to coronavirus (CDBG-CV funds) utilizing $1,051,615 of COVID_CV funds which are already programmed. Approximately $330,000 is available for future assistance. The City also provides $125,000 to the Alliance for Regional Solutions to assist persons experiencing homelessness and helps low- and moderate-income residents obtain housing through the production of affordable housing by partnering with housing developers.

 

Staff will update the draft PY 2023/2024 AAP based on input received and direction provided by Council during the public hearing prior to finalizing the plan and submitting to HUD.

 

Environmental Review

There is no environmental review associated with the AAP approval process.

 

Fiscal Impact 

There is no impact to the Fiscal Year (FY) 2022-23 Budget for the adoption of this resolution. The City is scheduled to receive $710,208 in FY 2023-24 which will be budgeted for use in CDBG Operating Budget (Fund 207) and the Capital Improvement Program Budget.  The City will not be eligible to receive the CDBG grant funds if an AAP is not submitted to HUD.
