Introduction
The Tentative Subdivision Map (TSM) 400 was approved by City Council Resolution Nos. 98-5024 and 98-5025 on May 12, 1998 in the Specific Plan Area (SPA) zone within the San Elijo Hills SPA. Due to the large scale of the project, the final mapping was phased and the subdivider indicated his intent to file multiple final maps on the subdivision conforming to the Subdivision Map Act (SMA) GC 66463.1(a).
The "Master Map", TSM 400, Phase 5 - Unit 1 was approved by the City Council on December 13, 2005. Said map created parcels to be further subdivided and/or developed by merchant builders. The maps presented herein, TSM 400, Phase 5, Units 8 and 9, Planning Area O, subdivide a portion of such parcels for the merchant builders to use for construction and allow for the installation of roadway and utility infrastructure.
Discussion
After review of the submitted final map and careful review of the project records, the final map has been found to be complete and in compliance with the SMA, the City of San Marcos Subdivision Ordinance and the conditions of approval for TSM 400.
The subdivision of Unit 8 creates a total of 26 lots. Twenty-four of the lots will be residential for the purposes of pending development of Unit 8. One lot will be used for the purposes of a private road and one lot will be a remainder lot subject to future subdivision. A General Utility, Municipal Access, and Emergency Access Easement are being offered to the City over the private road lot along the alignment of Ledge Street.
The subdivision of Unit 9 creates a total of 22 lots. Twenty of the lots will be residential lots for the purposes of pending development of Unit 9. One lot will be used for the purposes of a private road and one lot will be reserved for permanent open space. A General Utility, Municipal Access, and Emergency Access Easement are being offered to the City over the private road lot along the alignment of Ledge Street. A Drainage Easement is being offered to the City over Lot 'B' for the purposes of installing and maintaining a storm drain in the subdivision.
The improvement plan approvals to construct Ledge Drive in Unit 8 and Unit 9 have been processed concurrently with this subdivision map and have been found consistent with the City's development standards for private roads in the San Elijo Hills Specific Plan.
Fiscal Impact
No immediate fiscal impacts exist. The development of 44 single family residential lots will improve the property tax base, increasing general fund revenues. The Project is subject to annexation to the City's Community Facilities District's (CFD's) for the purposes of financing City services.
