Resolution No. 2024-9282 of April 23, 2024 authorizing Community Development Block Grant Program Year 2024-2025 Annual Action Plan Approval.

Executive Summary

The City of San Marcos is an entitlement jurisdiction that receives an annual allocation of Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD) to benefit low- and moderate-income residents. Each year, HUD requires entitlement jurisdictions to submit a Consolidated Annual Performance and Evaluation Report (CAPER) summarizing progress toward the goals identified in the Consolidated Plan and Annual Action Plan. The CAPER is due to HUD ninety days after the close of the program year.  In accordance with the City’s Citizen Participation Plan, the draft CAPER was published on the City’s website with news alerts, made available in the City Clerk’s Office, and distributed to a list of over 80 community stakeholders. The public comment period was open for 15 days, from September 9 through September 23, 2025. Any comments received during this period will be incorporated into the final CAPER prior to submission to HUD.  Approval and submittal of the PY 2024–2025 CAPER ensures the City remains eligible to receive CDBG funds that support public services, community facilities, and fair housing activities for low- and moderate-income residents.

Discussion

Following the required fifteen-day public comment period, HUD requires the City to submit the CAPER on HUD’s reporting and data management software, Integrated Disbursement and Information System (IDIS).  The CAPER must include a description of the resources made available, the investment of available resources, the geographic distribution and location of investments, the families and persons assisted (including the racial and ethnic distribution of persons assisted), actions taken to affirmatively further fair housing, and other actions indicated in the Strategic Plan and the Action Plan.  Any public comment received will be included in the CAPER prior to submission to HUD.

In Program Year 2024, the City’s CDBG Program made the following accomplishments:

Community Facilities and Public Infrastructure

In PY 2024, the City prioritized investments in community facilities and recreational infrastructure to improve quality of life in low- and moderate-income neighborhoods. The City disbursed $479,303 for public facility improvements, most notably advancing Richmar Park Phase 2, which will add new recreational amenities including a mini-pitch soccer system and playground shade structures. Once completed in PY 2025, these improvements will serve an estimated 1,625 residents in a qualified census tract, directly supporting the City’s goal of expanding access to safe and inclusive public spaces.

Planning also advanced for Senior Activity Center HVAC improvements, which will transform the facility into a designated “Cool Zone” for seniors during extreme heat events. This project supports both public facility and fair housing priorities by ensuring accessibility and health equity for older adults. Construction is scheduled for completion in PY 2025.

Public Services and Fair Housing

The City also invested nearly $99,000 in CDBG public service funding to support six programs benefiting vulnerable populations, reaching 801 San Marcos residents across multiple priority areas:

  • Fair Housing: The Legal Aid Society of San Diego (LASSD) provided education, outreach, and direct representation to 115 residents (192% of goal), addressing 50 allegations of discrimination. Outreach included a City Council Fair Housing Month proclamation and training for over 50 local mobile home residents.
  • Senior Services: The Senior Nutrition Program served 518 residents (374 of them San Marcos residents) with 13,707 meals. Meals on Wheels delivered 4,903 meals to 139 homebound seniors, and ElderHelp provided housing interventions and Care Coordination for 61 seniors, helping them remain stable and independent.
  • Victims of Domestic Violence: The Community Resource Center supported 30 individuals through its Latino Advocacy series, providing wraparound services such as stable housing, employment, financial literacy, medical care, and assistance with child custody.
  • Youth Development: The Boys & Girls Club of San Marcos summer program served 82 children, offering STEM activities, recreation, and childcare for working parents.

CAPER Purpose

The Consolidated Annual Performance and Evaluation Report (CAPER) fulfills HUD’s statutory requirement to assess grantees’ performance, informs HUD’s Annual Report to Congress, and provides the City an opportunity to demonstrate success in meeting local CDBG program goals. Following the required 15-day public comment period and City Council review, staff will submit the PY 2024–25 CAPER to HUD within 90 days of the program year’s close to ensure continued eligibility for CDBG funding.

Environmental Review

The submission of the CAPER is not a “project” as defined under Section 15378 of the California Environmental Quality Act Guidelines (California Code of Regulations, Title 14, Division 6, Chapter 3, Sections 15000 - 15387) and is therefore not subject to environmental review pursuant to Guidelines Section 15060(c)(3).

Fiscal Impact

There is no fiscal impact associated with the submission of the CAPER. Failure to submit the report may jeopardize future CDBG funding allocations.
