Executive Summary

On January 28, 2020, CCS Facility Services - San Diego, Inc. was awarded a general services contract for City-wide janitorial services, with a total not-to-exceed value of $1,300,000. The contract is currently set to terminate on February 3, 2025. In order to better align this agreement with the City’s fiscal calendar and to allow adequate time to publicly bid, Staff is seeking Council approval to amend and extend the agreement.

 

Discussion

On November 8, 2019, the Public Works Department issued a Request for Proposals (RFP) for janitorial services. On December 2, 2020, the City received three responsive proposals. After careful evaluation, staff selected CCS Facility Services - San Diego, Inc. as the qualified, responsible, and responsive proposer. On January 28, 2020, the City Council approved the award of a five-year contract for city-wide janitorial services to CCS Facility Services - San Diego, Inc. in an amount not to exceed $1,300,000.

 

To better align this agreement with the City's fiscal calendar for budgeting and planning purposes, staff is seeking Council approval to authorize the City Manager to execute Amendment 4 to the contract. This amendment would increase the not-to-exceed amount to $1,616,600, and would extend the contract termination date by six months, with the new termination date being August 3, 2025.

 

Environmental Review

The activity performed under this action is not a “Project” as defined under Section 15378 of the CEQA Guidelines, and is therefore not subject to environmental review pursuant to CEQA Guidelines section 15060(c)(3).

 

Fiscal Impact 

Funding to support this agreement is budgeted in the FY25 General Fund (100).  The contract award does not commit the City to any future expenditure.
