Executive Summary

Proposition 68 statewide park grant program is currently providing funding for parks and recreation opportunities in critically underserved communities. Upwards of $650,000,000 will be distributed for cities, counties and non-profits through this program. Eligible projects for this funding include creating new parks or the expansion or renovation an existing park.  Staff is seeking to apply for a portion of these funds to implement enhancements at Bradley Park.

Discussion

Previously, San Marcos has received funds from Proposition 84 to create Connors Park.  Proposition 68 continues this legacy.  This grant application is focusing on improvements at Bradley Park.  Bradley Park is eligible for this grant program as it is identified as being located in a critically underserved community.  Bradley Park has an existing master park plan that was approved by City Council in 2014. The projects included in this application will provide three substantial features as outlined in the park master plan.  The application will request funding to include building a dog park, a shaded 5-12 year old playground, an adaptive playground for 2-5 and 5-12 year olds, as well as the removal of two dilapidated structures.  These features will make a vast impact in the available park’s amenities with the least amount of environmental impact.  The grant covers all construction costs and up to 25% of pre-construction fees, including bid packages and design.

Environmental Review

A CEQA exemption finding (minor alteration of the existing park facility in accordance with CEQA Section 15301, Class 1, of the California Code of Regulations) was included in the March 25, 2014 City Council approval Resolution for the Bradley Park Master Plan.  The proposed park features are in line with the approved master plan, and therefore no additional environmental review is required.

Fiscal Impact

This grant application does not require any matching funds.

These potential grant revenues have not been budgeted in the FY2019-20 budget. These grant funds can be used to fund various structural removal projects and the Bradley Park Playground Replacement. Upon receipt of Proposition 68 funds, staff will go to Council to appropriate these funds for CIP Projects FC004 (Structural Removal Project) and PK005 (Bradley Park Playground Replacement).
