Introduction
The California Integrated Waste Management Act (AB 939) requires all jurisdictions to reduce and divert waste sent to landfills by 50%. This is an ongoing annual requirement. In 1994, the California Integrated Waste Management Board designated the cities of Carlsbad, Del Mar, Escondido, Oceanside, Poway, San Diego, San Marcos, Solana Beach, and parts of the County of San Diego as the North San Diego County Recycling Market Development Zone (RMDZ).  The zone was created to develop local markets for recyclable materials by assisting businesses that divert from the waste stream.
 
In 2004, the City renewed its participation in the RMDZ for another 10 years.  It is scheduled to expire in November 2014 and must be renewed. The County, as the current lead local agency for the RMDZ, wants to renew and expand the zone to include areas not previously part of it, including Encinitas, Santee, parts of the City of San Diego, and unincorporated areas of the County.  The renewal is for another 10 years and would continue to be administered by the County.
 
Discussion
RMDZs cover roughly 88,000 square miles of California from the Oregon border to San Diego.  Under the program, qualifying companies can apply to the California Department of Resources Recycling and Recovery (CalRecycle) for below-market, fixed-rate, and long-term loans for projects that increase diversion of recyclable materials from land filling. Loans are for up to 75% of the project cost for equipment, working capital, real estate purchases, leasehold improvements, and debt refinancing.  
 
Qualifying companies include those that produce recycled-content, a value-added product, or otherwise increase market demand for materials normally disposed in a landfill.  In the last 10 years, 7 San Marcos businesses have directly benefited from RMDZ assistance.  Those businesses have used the RMDZ to help with diverting the following types of recycled materials out of landfills: plastics, e-waste, concrete, asphalt, wood, mulch, and other landscape products.
 
Staff spoke with EDCO about the RMDZ renewal and confirmed the company has no concerns with the City renewing its participation or the proposed additions to the RMDZ.
