Executive Summary

The City received $850,000 in Federal Community Project Funding through the U.S. Department of Housing and Urban Development for improvements to the sports field lighting system at Bradley Park. Construction documents have been prepared for Lower Fields 3, 4, and 5. Approval of this resolution will approve the construction documents and authorize staff to advertise the project for competitive bids.

Discussion

The Bradley Park Sports Field Lighting Replacement Project will replace aging lighting infrastructure serving the Lower Fields 3, 4, and 5. The final design includes removal of fourteen existing wood poles and foundations, reuse of five existing steel poles, and installation of eleven new steel poles and foundations. New LED sports and security lighting, electrical improvements, Musco Control-Link integration, testing, commissioning, and site restoration are also included. Upon completion, the system will consist of sixteen sports-lighting structures.

The construction documents include electrical, structural, and photometric plans establishing the pole locations, foundation requirements, electrical improvements, and lighting performance. The final bid documents will incorporate applicable City Engineering, County Local Enforcement Agency, and federal funding requirements.

Following City Council approval, staff will advertise the project through the City’s competitive public works bidding process. The construction contract will be awarded in accordance with applicable City purchasing authority and grant requirements.

The City was awarded $850,000 in Federal Community Project Funding for the Bradley Park Sports Field Lighting Replacement Project (CIP #PK011). The approved grant Action Plan allocates $45,000 for geotechnical engineering, $40,800 for electrical engineering, and $763,800 for construction. Approval of the construction documents and authorization to advertise does not award a construction contract. The actual construction cost will be established through the competitive bidding process, and any additional funding required will be identified prior to contract award.

Environmental Review

The activity performed under this action is not a “project” as defined under Section 15378 of the CEQA Guidelines, and is therefore not subject to environmental review pursuant to CEQA Guidelines section 15060(c)(3).

Fiscal Impact

Approval of this action does not create an impact to the current project budget. Any additional funding required as a result of the public competitive bid process would be subject to further Council action.
