Introduction
Urban Villages San Marcos, LLC has applied for the approval of this final map. The Tentative Subdivision Map (TSM 14-002) was approved by the Planning Commission on July 7, 2014. This final map, Unit No. 1, is the first of five final maps which will be processed under TSM 14-002.
This final map encompasses an area of 7.81 acres and is bounded by Carmel Street to the north, North City Drive to the south, Redel Road to the east, and Campus Way to the west.
No development of the five lots will be permitted unless the property obtains Site Development Plan (SDP) approval.
Discussion
After review of the submitted final maps and project records, this final map has been found to be complete and in compliance with the Subdivision Map Act, the City of San Marcos Subdivision Ordinance and the conditions of approval for TSM 14-002.
This subdivision creates five lots which are consistent with the University District Specific Plan Amendment which was approved by City Council on June 10, 2014 as Resolution No. 2014-1394. Lot 1 will be dedicated for general municipal purposes and will eventually become a plaza consistent with the University District Specific Plan Amendment.
The associated improvement plan will construct Campus Way and has been processed concurrently with this subdivision map and is consistent with the City's development standards. North City Drive will be constructed as conditioned by the student housing project ("The Quad") to the south.
This map proposes to vacate a portion of the northerly North City Drive right of way. Per Section 66434(g) and 66499.20.1/2 of the Subdivision Map Act and Section 8333 and 8334 of the State Highway Code, the City has determined this portion of North City Drive as being excess right of way and that there are no existing public facilities within the vacated area. The vacated portion of North City Drive will revert back to the ownership of the adjoining property owner, Urban Villages San Marcos LLC. The vacated street right of way will make up a portion of Lot 1's future plaza and will be dedicated per this final map as an easement for general municipal purposes.
This map proposes a maximum of 196 residential condominium units and 11 retail/commercial units on Lot 2 and a maximum of 27 residential condominium units on Lot 3.

Fiscal Impact
There are no immediate fiscal impacts associated with this map. The future development of the five lots will improve the City's property tax base, which will increase general fund revenue. Maintenance of the final map's public infrastructure will be accomplished through the General Fund and Community Facilities District (CFD) 98-02. As a condition of SDP approval, the five lots will be required to annex into the City's four CFD's (98-01, 98-02, 2001-01, 2011-01) for the purposes of financing City maintenance services.
