Executive Summary
City staff has publically solicited and reviewed the request for proposals for a five (5) year landscape contract for ballfield maintenance. The contract will provide general ballfield maintenance services to our primary baseball/softball fields within our community parks. The maintenance consists of grooming (dragging) the dirt portion of our baseball/softball fields, lining the batters boxes and fair/foul lines, cleaning player seating areas and setting and maintaining base pegs. Staff is seeking council approval to award the contract to the most qualified, responsible and responsive bidder.
Discussion
In compliance with the department goals of dynamic and responsive service delivery and good governance, the Public Works Department will continue to perform ballfield maintenance duties under contracted maintenance services. This contract will allow for the ballfield maintenance at the four (4) primary locations where baseball/softball is played. The following areas will be maintained through this contract:
Park Locations

On August 20, 2018, staff publically solicited a request for proposals for the listed areas. The contract term is for a five (5) year period for a not to exceed value of $140,400.00 per year with a cumulative cost of $702,000.00 for the term of the contract, not including extra work activities that may be needed on an as-needed basis to maintain a high level of service to the public.
On September 11, 2018, the City received one (1) proposal for the services requested. The table below reflects the proposal received:

Staff has reviewed and evaluated the responsive proposal and has identified PWLC 1, Inc. as the most qualified, responsible and responsive bidder. Staff is seeking council approval to award a five (5) year landscape maintenance services contract to PWLC 1, Inc. for a total of $702,200.00
Environmental Review
There are no environmental impacts related to this project.
Fiscal Impact
The project is budgeted in the approved Fiscal Year 2018-2019 budget and is funded with General Funds (100) and Citywide CFD 98-02 Funds (205).
