Executive Summary

To efficiently maintain a high-quality standard and meet financial reporting and regulatory requirements, the City uses accounting consulting services to support staff in performing various financial responsibilities. The Request for Proposal (RFP) for consultant services for Accounting services was initiated in March 2025 and consultant selection concluded in April 2025.  Staff requests that the City Council consider approval of the award of a consultant services contract with Eide Bailly, LLP for accounting services, and to authorize the City Manager to execute the contract for a term of up to seven (7) years.

 

Discussion

The City uses an accounting consulting firm to support staff in performing various financial responsibilities to efficiently maintain a high quality standard and meet financial reporting and regulatory requirements.  The expertise and experience provided by consultants who specialize in governmental finance are invaluable in meeting these evolving requirements. On March 28, 2025, the City publicly solicited proposals for accounting services. On April 17, 2025, the City received two (2) proposals as follows:

 

1.                     Eide Bailly, LLP

 

2.                     UHY Advisors Mid-Atlantic, Inc.

 

Staff reviewed and evaluated the responsive proposals based on criteria in the Request for Proposals, and ranked Eide Bailly, LLP, which currently provides these services to the City, as the best qualified to provide this service.

 

Staff recommends authorizing the award of a multi-year consulting services contract not to exceed seven (7) years to Eide Bailly, LLP for accounting services for an estimated annual amount of $250,000.00 and that the City Manager or delegated designee be authorized to finalize and execute the consulting services contract and any amendments or related documents thereto in accordance with San Marcos Municipal Code Chapter 2.30. 

 

Environmental Impact

The proposed action does not constitute a “project” as defined under Section 15378 of the California Environmental Quality Act Guidelines (California Code of Regulations, Title 14, Division 6, Chapter 3, Sections 15000 - 15387), and is therefore not subject to environmental review pursuant to Guidelines Section 15060(c)(3).

 

Fiscal Impact 

The cost of these services are budgeted in the City’s Fiscal Year 2026 Operations & Maintenance Budget in the General Fund (Fund 100). Subsequent costs during the contract term will similarly be budgeted in future year operations and maintenance budgets, subject to City Council approval.
