Executive Summary

The Department of Homeland Security provides funds through the UASI grant program to cities and counties to enhance regional preparedness and capabilities in designated high-threat, high-density areas. The grant is administered regionally by the City of San Diego Department of Homeland Security. The City of San Marcos’ FY 23 UASI allocation is $84,857.

Discussion

The United States Department of Homeland Security, through the California Office of Emergency Services, is providing $84,857 in FY 23 UASI funding to address the unique planning, organization, equipment, training, and exercise needs of high-threat, high-density urban areas, and assist in building an enhanced and sustainable capacity to prevent, protect against, mitigate, respond to, and recover from acts of terrorism. The UASI grant program is regionally administered by the City of San Diego Department of Homeland Security and funds awarded to the City of San Marcos are managed by the San Marcos Fire Department.

Grant funds are allocated based on risk, which has resulted in an allocation of $84,857 for the City of San Marcos. Per the terms and conditions of the UASI grant, the City is not required to provide in-kind matching funds. Grant related expenditures may be reimbursed only after proof of expenditures have been provided. City staff does not anticipate exceeding the allocated amount for related expenses, resulting in no net cost to the City’s general fund.

The San Marcos Fire Department is requesting City Council adopt a resolution authorizing staff to accept an award of $84,857 in UASI grant program funds on the behalf of the City of San Marcos and amend the FY24-25 Operating Budget to appropriate associated revenue and expense funds. There will be a zero net cost to the general fund following these amendments.

Fiscal Impact

Approval of the action will result in an increase to FY 24-25 General Fund (Fund 100) expenditure budget and revenue budget of $84,857. Therefore, the associated action would result in no additional direct costs to the City. The UASI grant program funds do not require City matching funds.
