Executive Summary

The Department of Homeland Security provides funds through the SHSP to cities and counties to support the implementation of risk-driven, capabilities-based State Homeland Security Strategies to address capability targets.  The grant is administered regionally by the San Diego County Office of Emergency Services. The City of San Marcos’ allocation for FY 24 SHSP is $28,862.

 

Discussion

The United States Department of Homeland Security, through the California Office of Emergency Services, is providing $28,862 in FY 24 SHSP funding to support the implementation of State Homeland Security Strategies. These Strategies are designed to address the identified planning, organization, equipment, training, and exercise needs to prevent, protect against, mitigate, respond to, and recover from acts of terrorism and other catastrophic events. Activities implemented under the SHSP must support terrorism preparedness by building or sustaining capabilities that relate to the prevention of terrorism.

 

Grant funds are allocated based on risk, which has resulted in an allocation of $28,862 for the City of San Marcos. Per the terms and conditions of the SHSP grant, the city is not required to provide in-kind matching funds. Grant related expenditures may be reimbursed only after proof of expenditures have been provided. City staff does not anticipate exceeding the allocated amount for related expenses, resulting in no net cost to the city’s general fund.

 

The San Marcos Fire Department is requesting that the City Council adopt a resolution authorizing staff to accept the awarded $28,862 in SHSP grant program funds on the behalf of the City of San Marcos and amend the FY 25-26 Operating Budget to appropriate associated revenue and expense funds. There will be a zero net cost to the general fund following these amendments.

Fiscal Impact 

Approval of the action would result in an increase to FY 25-26 General Fund (Fund 100) expenditure budget and revenue budget of $28,862. The associated action would result in no direct costs to the city. The SHSGP funds do not require city matching funds.
