Staff recommends that the City Council consider conditional approval of the name change of the General Plan designation and Specific Plan Title for the San Marcos Studios property from San Marcos Studios Specific Plan to "Loma San Marcos Specific Plan," with the effective date of such approval expressly subject to and contingent on submission of an electronic version of the Specific Plan that includes the name change and the required errata changes previously approved by the City Council.

Introduction
On April 27, 2004 the City Council approved a Specific Plan on 14.13 acres allowing the construction of a full service entertainment production facility located at 1601 San Elijo Road in the Questhaven/La Costa Meadows Community.
Discussion
The applicants requesting the change are two of the three owners of real property located at 1601 San Elijo Road in San Marcos, more commonly referred to as San Marcos Studios ("the Property"). The Property has been subject to an approved Specific Plan to operate a Movie Studio since 2004.
The 2012 General Plan Update included a parenthetical descriptor "(Movie Studio)" to identify the Specific Plan approved for the Property, consistent with treatment of other Specific Plans in the City. The current application seeks only a name change for the Specific Plan from "(Movie Studio)" to "Loma San Marcos" and an accompanying General Plan Amendment to reflect the new name of the Specific Plan.
The application does not request modification of any other element of the existing Specific Plan, and the land use and regulatory requirements contained in the Specific Plan will therefore remain as is. The only permitted uses allowed by the Specific Plan are a movie studio, related film/video production, and entertainment uses which may not be listed but are compatible with and harmonious to the permitted uses and intent of the Specific Plan approved by the City Manager or his designee. This range of permitted use is not affected by this name change, and will not change unless and until the applicant processes an application for modification of the permitted use.
Staff recommends that the City Council require the applicant to submit an electronic version of the originally approved San Marcos Studios Specific Plan which includes the name change (which appears not only on the title page but throughout the document in the text and exhibits,) and the errata previously approved by the City Council, a copy of which is attached to the Specific Plan Ordinance and that the effective date of the City Council's approval of the Specific Plan name change be expressly subject to and contingent upon the submission of such electronic version to the reasonable satisfaction of the Planning Division Director.
Fiscal Impact
There is no fiscal impact to the City from the change.
