Executive Summary
The City has long had plans to construct an auxiliary apparatus storage facility at Fire Station 3 to improve equipment management. A 2021 contract awarded was terminated due to the contractor's failure to perform. To move forward, staff recommends rebidding the project, with budget impacts to be evaluated post-bid and addressed by the City Council prior to contract award.
Discussion
Fire Station 3 has been identified as the location for the construction of an auxiliary apparatus storage facility. The purpose of this facility is to provide storage for secondary apparatus used by the fire station. This will allow the Fire Department to efficiently store, manage, and maintain critical equipment. This project also contemplates the replacement of the main fire station’s bay doors, as they are also reaching the end of their useful life.
In 2021 the City originally bid the project, resulting in award to the lowest responsive and responsible bidder. The low bidder was unable to timely perform required work despite the City’s efforts to secure the same, resulting in the termination of the contract. The City is actively working towards achieving a resolution on differential cost related to the anticipated increases caused by the contractor’s failure to perform.
Given the ongoing need for adequate storage space, it is essential to move the project forward. Staff recommends that the City Council authorize the project for bid; any budgetary impacts will be assessed upon receipt of bids. Any necessary budget adjustments and contract award will be presented to the City Council as a separate action following the bid process.
Environmental Review
The Project is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA guidelines section 1503 Class 3 (New Construction or Conversion of Small Structures). The Project consists of a pre-manufactured garage structure on the site of an existing fire station, and replacement of existing bay doors. The Project is location on a fully disturbed and developed site in an urban area of the City of San Marcos.
Even if a project is ordinarily exempt under any of the potential categorical exemptions, CEQA Guidelines section 15300.2 provides specific instances where exceptions to otherwise applicable exemptions apply. The Project or its circumstances would not result in any exceptions identified in CEQA Guidelines section 15300.2 and the project qualifies for an CEQA exemption as identified in CEQA Guidelines section 15303 Class 3,as it can be determined with certainty that there will be no impact to the environment as a result of the Project.
Fiscal Impact
The existing Project budget is in the amount of $900,000. The updated engineer’s estimate is in excess of the current budget. A future action would be required to amend the CIP budget should bids be in excess of the available budget.
