Introduction

The City of San Marcos seeks to extend its participation in the California Identification System/Remote Access Network (CAL-ID/RAN) managed by the San Diego County Sheriff's Department. CAL-ID/RAN is an automated system for retaining and identifying fingerprints, palm prints, and photos, enhancing the city's law enforcement capabilities.

Discussion

The California Identification System/Remote Access Network (CAL-ID/RAN) managed by the San Diego County Sheriff provides for important public safety program for the City of San Marcos.  Pursuant to the California Penal Code, Section 11112.1 et seq., and in alignment with the City's goals for improved public safety and good governance, extending participation in CAL-ID/RAN will continue to provide direct access to a statewide network of identification resources.

The continued participation in CAL-ID/RAN will provide the City with, but not limited to the following:  Ongoing access to tenprint, latent fingerprint, and latent palm print identifications through Local Input Terminals (LITs); and sustained capability for law enforcement to identify individuals and solve crimes efficiently.

The City’s ongoing involvement in CAL-ID/RAN ensures the continuation of leveraging advanced identification technologies, thereby maintaining, and improving public safety standards as provided in the original CAL-ID/RAN agreement (Attachment 2).

Fiscal Impact

The City will reimburse the County for its portion of the annual net CAL-ID operational costs, calculated according to factors such as population, FBI crime statistics, and the percentage of county crime. The allocated user fee for the City of San Marcos averages $17,196.00 and is budgeted in the City’s FY 2024-25 Operations Budget in the General Fund (Fund 100) law enforcement budget.
