Background
The proposed Sunrise project would allow for the development of approximately 192 multifamily residential condominiums on an approximately 14.4-acre project site located at the southeastern limits of the City, south of East Barham Drive and west of Meyers Avenue. The project site is also located adjacent to the City of Escondido, with one of the two private access driveways located within this adjacent jurisdiction.
Discussion
On June 23 and July 14, 2020, City Council approved the following for the Sunrise development:
• Resolution No. 2020-8784 (Environmental Impact Report 19-002) certifying Environmental Impact Report (FEIR 19-002 SCH#2019049004) and adopting findings and overriding considerations for significant and unavoidable impacts related to transportation;
• Resolution No. 2020-8785 (General Plan Amendment 18-0002) to allow the SPA to provide rules and regulations for development of the project site;
• Ordinance No. 2020-1489 (Prezone 18-0001) to assign a City zone of Specific Plan Area (SPA) to parcel 228-312-10-00 upon annexation to the City;
• Ordinance No. 2020-1490 (Rezone 18-0002) to rezone parcel 228-312-09-00 in the City from Residential Manufactured Home Park (R-MHP) to Specific Plan Area (SPA);
• Ordinance No. 2020-1491 (Specific Plan 18-0002) adopting the Sunrise Specific Plan to establish the development guidelines and serve as the primary land use, policy and regulatory document for the project;
• Resolution No. 2020-8786 (Tentative Subdivision Map 18-0001) to create 192 residential condominiums, drive aisles, private and common open spaces lots;
• Resolution No. 2020-8787 (Multifamily Site Development Plan 18-0001) to address the design of the thirty-nine (39) multifamily buildings, site floor plans, building elevations, parking and private and common usable open space areas;
• Resolution No. 2020-8788 (Conditional Use Permit 18-0006) to allow for the temporary use of a rock crusher during grading operations; and
• Resolution No. 2020-8789 (Grading Variance 18-0001) to allow manufactured slopes in excess of 20 feet in height within the project site.
Annexation into the City of San Marcos is complete. After review of the submitted final map and the project conditions, City staff has determined that the Final Map is complete and in conformance with the Subdivision Map Act, the City of San Marcos Subdivision Ordinance, and the conditions of approval for the associated entitlements listed above.
Environmental Impact
The proposed Project/action has been reviewed for compliance with the California Environmental Quality Act and has been found to be in conformance with an existing certified environmental document. On June 23, 2020, the City Council approved the entitlements for the Sunrise Project, including Resolution No. 2020-8784 certifying Environmental Impact Report FEIR 19-002 and adopting findings and overriding considerations for significant and unavoidable impacts related to transportation. The Notice of Determination was filed with the State of California Office of Planning and Research as SCH No. 2019049004.
Fiscal Impact
There are no direct fiscal impacts associated with the approval of the Final Map. However, the ultimate development of 192 residential condominiums will improve the City’s property tax/sales tax base.
Annexation into the following Community Facility Districts (CFDs) ensures the project pays its share toward affected citywide services: CFD 98-01 Improvement Area 1 (Police Only); San Marcos Fire Protection District CFD 2001-01 (Fire); CFD 98-02 (Lighting, Landscaping, Open Space and Preserve Maintenance); and CFD 2011-01 (Congestion Management). Annexation was completed under the following resolutions: 2021-8935, 2021-8936, 2021-8937, and 2021-8938 for Congestion Management; Fire Protection; Lighting, Landscaping, and Open Space; and Police, respectively.
