APPROVE the declaration of upcoming vacancies; authorize advertising to accept applications by 5:30 p.m., Thursday, November 20, 2014; and conduct interviews at the City Council meeting of Tuesday, December 9, 2014, of the desired appointments to the referenced Board, Committee, and Commission vacancies.

Introduction
The City Council has established boards and commissions to assist with various functions of the City which makes decisions and/or recommendations to the City Council.  These boards and commissions consist of individuals who meet certain criteria outlined in bylaws, Municipal Code or resolution.  The City Council has the opportunity every year to review the vacant and expiring positions.  As part of the annual board and commission appointment process, the City enables and ensures all citizens of the City, pursuant to the Maddy Act (Act), to have equal access to specific and current information about the many local regulating and advisory boards, commissions, and committees.  The Act includes that citizens shall have equal opportunity to be informed of vacancies which shall occur, so that they may pursue the opportunity to participate in and contribute to the operations of local government by serving on such boards, commission, and committees.  
 
Discussion
In compliance with the Act, the noted vacancies below will be posted on the City's website with application forms made available in the City Clerk's Office and online.  The application period will be from October 15, 2014 to the close of business on Thursday, November 20, 2014.  Applications will then the reviewed by the City Clerk's Office to ensure that they meet eligibility requirements set forth according to each commission's or committee's governing documents.  Applicants qualifying for service will be invited to attend the December 9, 2014 City Council meeting where they will be interviewed and provided the opportunity to express their qualifications for the position.  The City Council will then nominate and vote on individuals to fill each vacancy.  
 
The following is a list of scheduled vacancies and terms that will expire on December 31, 2014, as well as unscheduled vacancies:
