The General Municipal Election for the City of San Marcos was held on November 5, 2024 to elect two Council Members, for City Council Districts 3 and 4, to a four-year term and Measure Q; Ordinance No. 2024-1554 amending Title 3, adding Chapter 3.22 of the San Marcos Municipal Code to establish a temporary one cent general transactions and use tax to be administered by the California Department of Tax and Fee Administration.
Discussion
The City's 2024 General Municipal Election was consolidated with the statewide General Election through the County of San Diego, Registrar of Voters. The Registrar of Voters conducted the canvass of election for the City of San Marcos, which was received by the City Clerk on December 5, 2024. The Elections Code requires the City Council to certify the election results no later than the next regularly scheduled City Council meeting following the Registrar’s final canvass.
On June 25, 2024, the City Council adopted resolutions pertaining to the November 5, 2024, General Municipal Election. The City Council adopted Resolution No. 2024-9311 to call a General Municipal Election to be held on Tuesday, November 5, 2024 for the purpose of electing two Council Members, for City Council Districts 3 and 4, to a four-year term. Further, Resolution No. 2024-9311 requesting that the San Diego County Board of Supervisors consent to the consolidation of the election with the Statewide General Election and provide the necessary election services for the City was approved. On July 9, 2024 the City Council adopted resolution 2024-9322 amending resolution 2024-9311 to include the placement of a general tax measure (Measure Q) on the ballot for the November 5, 2024 General Municipal Election for the submission to the qualified voters of an ordinance to enact a General Transactions and Use Tax at the rate of one percent (1%).
The proposed resolution (Attachment A) accepts the Registrar of Voters official canvass of the returns and declares the results of the City's regular municipal election.
The vote canvass resulted in the following candidates elected to office:
City Council District 3: Danielle LeBlang (Four-year Term)
City Council District 4: Ed Musgrove (Four-year Term)
Measure Q: Pass
The City Council's adoption of the proposed resolution is required by Elections Code §15400 for purposes of certifying the City's election results. The official canvass of the election, which is attached to and a part of the subject resolution, contains a report of the numbers of votes cast for each candidate. Subsequent to adoption of the resolution, at the December 10, 2024 City Council meeting, the newly elected City Council Members will be sworn into office.
Fiscal Impact
Election Expenses have been budgeted in the FY2024-25 City Clerk’s Budget in General Fund (100) for $210,00. Registrar of Voters will provide actual costs in the Spring of 2025.
