Introduction

The City of San Marcos’s Emergency Operations Plan (EOP) identifies the City’s emergency planning, organization, and response policies and procedures. The EOP also addresses the integration and coordination with other governmental agencies, special districts and non-governmental organizations involved in emergency preparedness, management and response operations. By its nature, an Emergency Operations Plan is a living document. It is acknowledged that processes, guidance and protocols change and so too must this document.

 

Discussion

The City of San Marcos EOP was last updated in 2007. The 2015 EOP reflects updated and current best practices to the State of California Incident Command System, Standardized Emergency Management System and the Federal National Incident Management System.  Additionally, the 2015 EOP complies with the Federal Emergency Management Agency’s document  “A Whole Community Approach to Emergency Management: Principles, Themes and Pathways for Action” (FDOC 104-008-1), dated December 2011, and the Federal Department of Homeland Security’s Comprehensive Preparedness Guide 201, Second Edition, dated August 2013. The EOP has been updated and approved by all affected City departments.
