ADOPT a resolution accepting the improvements included in the Armorlite Drive Smart Growth Corridor Enhancements Capital Improvement Program Project (CIP #88539), ordering the recording of a Notice of Completion (NOC), authorizing the release of retention 35 days after filing the NOC, and the release of construction bonds required per the contract between the City of San Marcos and Tri Group Construction and Development, Inc.

Introduction

Armorlite Drive Enhancements is a grant-funded project which will reconfigure Armorlite Dr. from N. Las Posas Rd. to Bingham Dr. to accommodate a complete street concept in the new mixed-use district of Palomar Station.  Improvements include street parking, bike facilities, pedestrian pathways, lighting and landscaping and traffic calming measures.

 

Discussion

The project has been completed in conformance with the approved plans and contract documents.  The construction contract details for this project are outlined in the Report of Construction Completion and Expenditures (attached).

Below is the expenditure summary for the construction contract between the City of San Marcos and Tri Group Construction And Development, Inc.:

                     Contractor’s Original Bid Amount:                     $ 2,828,488.00

                     Total Contract Change Orders:                     $    150,321.95

 

                     Contractor Total Amount Due:                     $ 2,978,809.95

 

Fiscal Impact 

The final construction contract totaled $2,978,809.95.  The total approved project budget of $3,935,834 is funded with $725,000 of Developer Contribution Fund (401), $2,176,862 of Public Facilities Fund (402), $33,972 of City In Kind Contributions (100) and $1,000,000 of SANDAG Smart Growth Grant Funds (404) in the Fiscal Year 2016-17 CIP budget.
