Recommendation
1.   APPROVE the Final Subdivision Map for TSM 13-003 for the Project located approximately eight hundred fifty feet (850') north of Mission Road along Mulberry Drive for the subdivision of 126 airspace units.
2.  ACCEPT the relinquishments of access rights from Laguna Drive and a portion Mulberry Drive.  
3.  APPROVE the acceptance of public easements for storm drain and general municipal access purposes.

On June 2, 2014 the Planning Commission recommended approval of the Project. On July 7, 2014 the City Council approved the Project inclusive of the tentative subdivision map.

Introduction
The TSM for the Project was approved by City Council Resolution No. 2014-7961 on July 7, 2014. The Project proposes a site suited to 126 condominiums. The Project site is constrained by a drainage course identified in the City's Master Plan of Drainage; resulting in the need for a public storm drain and easement. The storm drain progresses through the middle of the Project's site and, as a result of its location, necessitated a need for a General Municipal Access easement. The Project will also relinquish access rights along the project frontage of Laguna Drive and Mulberry Drive with exception to the primary driveway.
 
 
Discussion
After review of the submitted final map and careful review of the Project records, the final map has been found by staff to be complete and in compliance with the Subdivision Map Act (SMA), the City of San Marcos Subdivision Ordinance and the conditions of approval for TSM 13-003.
 
Fiscal Impact
No immediate fiscal impacts exist. The development of 126 residential condominium units will improve the property tax base, increasing the general fund revenues. The Project is subject to annexation to the City's Community Facilities District's (CFD's) for the purposes of financing City services.
