Executive Summary

Senate Bill 1, the Road Repair and Accountability Act of 2017 (SB 1), dedicated Road Maintenance and Rehabilitation Account (RMRA) funds to cities and counties for basic road maintenance, rehabilitation, and critical safety projects on local streets and roads systems.

 

In order to be eligible to receive an apportionment of RMRA funds, the City must submit an annual list of proposed projects through an adopted resolution to the California Transportation Commission (CTC). The City developed an SB 1 project list to ensure revenues are being used on the most high-priority and cost-effective projects that also meet community priorities for transportation investment.

 

Staff identified an additional potential project consistent with SB 1 funding objectives and guidelines, and is seeking Council approval to submit the proposed project list to the CTC for consideration of apportionment of RMRA funds.

 

Discussion

SB 1 dedicates approximately $1.5 billion per year in new formula revenues apportioned by the State Controller to cities and counties for basic road maintenance, rehabilitation, and critical safety projects on the local streets and roads system.

 

To be eligible to receive an apportionment of this funding, cities and counties are required to submit to the CTC by July 1 each year a list of proposed projects with expenditure reports detailing the description, location, expenditures, and estimates of the useful life of improvements constructed with program funding. The CTC completes an annual review of project lists and reports for completeness and provides to the Controller a statewide list of cities and counties eligible to receive RMRA funds.

 

Staff proposes the following projects be submitted to the CTC for consideration of apportionment of RMRA funding. Council approval is required to submit the proposed projects to the CTC.

 

1. Staff recommends relisting for completion the Annual Surface Seal Project FY24-FY27 Capital Improvement Project (CIP) #ST011 FY25. This project includes preventative pavement maintenance activities on Las Posas Road, Linda Vista Drive, Pacific Street, and various residential streets throughout the City. The treated pavement will have a useful life of 10 years. Construction began in May 2025, with completion estimated by September 2025.

 

2. Staff identified a proposed project that is consistent with SB 1 funding objectives and guidelines: the Annual Surface Seal Project FY24-FY27 Capital Improvement Project (CIP) #ST011 FY26. This upcoming project will focus on preventative pavement maintenance and surface treatment on various residential and collector streets throughout San Marcos. The improvements are expected to extend pavement life by 10 years. The project design is anticipated to begin in August 2025, with construction anticipated by September 2026.

 

3. Staff also recommends inclusion of a new project: the Roadway Rehabilitation and Maintenance Project Capital Improvement Project (CIP) #ST022. This project proposes additional funding for deferred maintenance of City roadways, with a focus on rehabilitation and supplementation of the City’s existing preventative maintenance program. Streets proposed for inclusion are Woodland Parkway, Rancheros Drive, and Barham Drive. The improvements are expected to extend pavement life by 15 years. Project design is anticipated to begin in July 2025, with construction expected to begin in September 2026.

 

Environmental Review

This action does not itself constitute a “project” as defined under Section 15378 of the California Environmental Quality Act Guidelines (California Code of Regulations, Title 14, Division 6, Chapter 3, Sections 15000 - 15387), and is therefore not subject to environmental review pursuant to Guidelines Section 15060(c)(3).  Environmental review will be conducted prior to approval of any construction activity.

 

Fiscal Impact 

Approval of this action will allow the list of proposed projects to be submitted to the CTC by the July 1, 2025, deadline to be eligible to receive the FY 2025-26 estimated apportionment of $2.5M in RMRA funds. All RMRA-funded projects noted in the eligible list of projects (ST011 FY25 and ST011 & ST022 FY26) are budgeted in the approved FY2025-26 Operations and Capital Improvement Project Budget.

 

No additional cost to maintain the project locations will be incurred as a result of this action.  The action does not commit the City to any expenditure.
