Executive Summary
The California Department of Parks and Recreation is accepting applications for Round 5 of the Statewide Park Program, funded by Proposition 4. The program provides funding to create and improve parks in underserved communities. Applications are due December 17, 2026. Staff is seeking authorization to apply for funding to renovate and enhance existing recreational facilities at Bradley Park. The final project scope and grant request will be determined as community engagement, feasibility assessments, and cost estimates are completed. Council action at this time would authorize the application process, not approve a final project design or construction.
Discussion
Bradley Park is an existing City park. The City previously pursued statewide park grant funding for improvements at this location under Proposition 68. The current Round 5 application is a separate opportunity to address present community priorities and park needs.
Staff are conducting community outreach and project development, and additional meetings will occur after the November 10, 2026, Council meeting. Potential improvements being considered include renovations and enhancements to existing recreational amenities, play opportunities, accessibility, landscaping, seating, and related park features. The specific features, quantities, and overall project scope will be refined based on community input, site conditions, grant requirements, and cost estimates.
The Statewide Park Program Round 5 allows grant requests from $200,000 to $8.5 million and does not require a local match. The final amount requested will be determined before December 17, 2026, application deadline. The State requires an authorizing resolution as part of the application. The proposed resolution uses the State’s August 2026 DPR 860 form and designates the Parks and Recreation Assistant Director, by position title, as the authorized representative. It includes the State-required certifications concerning project completion funding and ongoing operation and maintenance. Adoption would authorize filing the application and completing grant-related documentation; it would not constitute approval of a final construction scope.
Statewide Park Program Round 5 does not require matching funds and allows grant requests of up to $8.5 million per project. The final grant request amount will be determined prior to the December 17, 2026, application deadline as staff continues community outreach, develops the proposed project scope, and refines project cost estimates. Bradley Park is an existing City park, and the proposed project will focus on renovating and enhancing existing recreational facilities. The City will continue to operate and maintain the park and its improvements as part of its ongoing park maintenance responsibilities.
If awarded, the City has the ability to advance project expenditures and seek reimbursement through the grant program. Staff will return to City Council for grant acceptance and any necessary budget appropriations.
Environmental Review
The action before City Council is limited to authorizing submission of a grant application and does not approve a final project design, construction, or physical alteration of Bradley Park. On that basis, the authorization itself is not a “project” as defined under Section 15378 of the California Environmental Quality Act (CEQA) Guidelines and is not subject to environmental review pursuant to Section 15060(c)(3). Any subsequent approval or implementation of park improvements will be evaluated for CEQA compliance when the proposed scope is sufficiently defined and before the City commits to construction.
Fiscal Impact
There is no immediate fiscal impact associated with submitting the grant application, and award of any grant funds does not require City cost sharing or matching funds.
