Executive Summary

Staff is requesting the addition of a new capital improvement project (Project) to the city’s Capital Improvement Program (CIP). The Project will replace a storm drain pipe on Richland Road between Felicia Lane and Rock Springs Road. The existing storm drain pipe is in critical condition and requires immediate replacement.

 

Discussion

During routine maintenance and inspection, staff noticed a large pot hole at the intersection of Richland Road and Linda Lane. Upon further inspection, staff discovered that the existing underground storm drain pipe had failed and poses public safety concerns. Staff hired a contractor to replace the existing pipe on an emergency basis.

 

As part of the above-mentioned emergency repairs, staff noticed another storm drain section along Richland Road between Felicia Lane and Rock Springs Road that is severely corroded and prone to failure in the near future. This section of storm drain pipe, if failed, has the potential to cause public and private property damage. Staff is proposing a continuation of the repairs along Richland Road to replace the storm drain pipe with more durable material and in a better suitable location. The project cost is estimated to be approximately $400,000 to design, construct, and inspect it through completion. While the upfront cost associated with the project may be significant, the potential safety and financial implications of delaying these repairs are far more substantial. By addressing these repairs urgently, the city can significantly reduce the overall financial burden and protect the interests of the organization and the community.

 

Staff recommends that the City Council adopt a resolution to amend the Fiscal Year 2023-24 Capital Improvement Program Budget to add the Project to the CIP Program, and appropriate $400,000 from the Gas Tax Fund.

 

Environmental Review

The activity performed under this action is not a “Project” as defined under Section 15378 of the CEQA Guidelines; and, is therefore not subject to environmental review pursuant to CEQA Guidelines section 15060(c)(3).The construction of the project will be evaluated for compliance with CEQA prior to the onset of construction.

 

Fiscal Impact 

If approved, $400,000 of Gas Tax Funds (Fund 200) would be appropriated toward the Capital Improvement Program budget. The CIP budget details are provided in Attachment 1.
