ADOPT a resolution approving the expenditure of funds for attendance at events which are in furtherance of a public purpose.

Introduction
Pursuant to the City of San Marcos Compensation and Reimbursement Policy (“Policy”), City Council Members may receive reimbursement for, or payment of, expenses incurred while performing official duties. Section D of the Policy describes the types of official duties for which reimbursement or payment is authorized which have been determined to be in furtherance of a public purpose in accordance with California Code of Regulations Title 2, §18944.1.
Discussion
The following events are presented for a determination to the effect that attendance would constitute official duties in furtherance of a public purpose, and otherwise meet Policy requirements for City Council approval for distribution of tickets to:
• Mayor Jones and Councilmember Musgrove to attend the 2026 NECA Gala.
• Mayor Jones, Deputy Mayor Sannella, and Councilmember Musgrove to attend the BIA Installation Dinner.
• Mayor Jones, Councilmember LeBlang, and Councilmember Musgrove to attend the TrueCare Illumination Gala
Attendance is deemed to support good governance by fostering and enhancing relations with 501(c)(3) and 501(c)(4) entities.
Fiscal Impact
The fiscal impact to the approved Fiscal Year 2025-26 General Fund (Fund 100) budget would be as follows:
• 2026 NECA Gala - $95.00 per ticket
• BIA Installation Dinner - $350.00 per ticket
• TrueCare Illumination Gala - $350.00 per ticket
The expenditures would fall within the approved budget.
