Executive Summary
The City of San Marcos maintains sports lighting systems at multiple parks that support organized athletics, recreational activities, and community programming.
The Citywide Sports Lighting LED Retrofit Project, CIP No. PK013, will replace aging sports lighting equipment with new Musco LED systems at Connors Park, Hollandia Park, Las Posas Community Park, Mission Sports Park, San Elijo Community Park, and Sunset Park.
Funding for CIP No. PK013 is provided through a California State Parks grant for park facility improvements. Grant funds will support the LED lighting retrofits, controls, installation, testing, commissioning, and related project closeout activities, allowing the City to complete significant sports field infrastructure improvements using State grant funding.
Using Sourcewell Cooperative Contract No. 041123-MSL provides a competitively solicited procurement method for sports lighting equipment, controls, and associated installation services. Sourcewell identifies Musco Sports Lighting, LLC, as an awarded contractor under Contract No. 041123-MSL for sports lighting and related services.
Approval of this resolution will allow the City to modernize sports lighting at all six locations, improve system operation, and reduce future maintenance requirements.
Discussion
The Public Works Department desires to modernize existing sports lighting systems at six City parks as part of the Citywide Sports Lighting LED Retrofit Project, CIP No. PK013. The existing lighting systems are aging and require replacement to improve lighting performance, reliability, energy efficiency, and long-term maintainability.
Musco Sports Lighting, LLC, operating under Sourcewell Cooperative Contract No. 041123-MSL, has provided proposals to furnish and install LED retrofit systems at the identified locations.
The project includes replacement of existing luminaires and associated electrical components, controls integration, structural verification of existing poles, electrical testing, installation, nighttime aiming, commissioning, and restoration of affected areas. Existing poles, foundations, and electrical infrastructure will be reused where suitable.
The project also includes new control equipment at Las Posas Community Park and replacement control and monitoring cabinets at San Elijo Community Park.
In addition to improving lighting performance and reliability, the LED conversion is expected to reduce energy consumption and maintenance costs while providing better-directed lighting with reduced glare and light spill into surrounding areas.
Sourcewell Contract No. 041123-MSL covers sports lighting systems, controls, related technology, and associated services.
Utilizing Sourcewell cooperative purchasing complies with San Marcos Municipal Code §2.30.110 (Cooperative Purchasing / Piggyback Procurement) and ensures best-value pricing based on a competitively solicited national contract.
The Sourcewell cooperative contract also provides an established procurement method for the grant-funded improvements while allowing the City to maintain project-specific cost and completion documentation needed for grant administration and closeout.
Staff recommends that the City Council approve the award of a contract to Musco Sports Lighting, LLC, for park lighting improvements in an amount not to exceed $2,525,000 and authorize the City Manager to finalize and execute said contract and related documents.
Environmental Review
The activity performed under this action is not a “Project” as defined under Section 15378 of the CEQA Guidelines; and, is therefore not subject to environmental review pursuant to CEQA Guidelines section 15060(c)(3).
Fiscal Impact
Approval would award a contract not to exceed $2,525,000 to Musco Sports Lighting, LLC.
Funding for CIP No. PK013 is provided through a California State Parks grant. Any material changes to the grant-funded scope will be reviewed for required grantor approval before authorization. The contract award does not commit the City to any future expenditure.
