Executive Summary

In September of 2023, the City Council approved an Employment Agreement for City Manager Michelle Bender. The Employment Agreement provided an initial term of four (4) years. On November 18, 2024, after the City Council satisfactorily reviewed the performance of the City Manager, it approved a two-year extension, in addition to other agreed upon benefit enhancements.

Discussion

After reviewing the City Manager’s performance, the City Council has found it to be acceptable. Considering this, the Council wishes to extend the Employment Agreement with Ms. Bender an additional two (2) years. The initial term of the contract would now expire on September 14, 2029. The City Council is also of the opinion that the City Manager’s performance warrants a 6.00% merit increase, retroactive to the pay period commencing September 13, 2024. In addition, the City Council has approved a total annual contribution of $30,000 to the City Manager’s deferred compensation plan as well as a 1.00% contribution of base salary to the City Manager’s group RHS on-going contribution election. The City Council has also approved a one-time annual allotment of 80 hours of additional executive leave.

Fiscal Impact

The benefit enhanced approved the City Council include an additional budget appropriation of $30,400.38, in addition to the cost of the other City management-level benefits that other executive City employees will receive in Fiscal Year 2024-25. The fiscal impact includes the difference between the existing and enhanced direct costs of base salary, deferred compensation and Retiree Health Savings contributions. City Manager's new compensation is included in the established and approved range.
