Equipment Purchase Agreement No. 7823, and authorizing the City Manager to negotiate, finalize, and execute the Agreement and associated contract documents, amendments, and change orders within the City Council-approved budget appropriation for the Project.

Executive Summary
Corky Smith Gym, located at 274 Pico Avenue, is a critical recreational facility that supports community programs, events, and daily public use. The shared central HVAC system serving this site also provides heating and cooling to the adjacent Boys & Girls Club facility.
The existing shared HVAC system has reached the end of its useful service life and is experiencing declining performance, increased maintenance demands, and reduced reliability. Replacement of the system is necessary to maintain occupant comfort, improve energy efficiency, reduce ongoing maintenance costs, and support the continued operation of both facilities.
On April 14, 2026, the City Council approved procurement of the major HVAC equipment under the OMNIA Partners Cooperative Purchasing Program to secure long lead equipment and position the project for timely construction. Procurement activities are substantially complete, with equipment manufacturing and deliveries progressing to support the planned October 2026 start of construction.
Approval of this resolution authorizes the Phase 2 Corky Smith Gym HVAC Upgrades Project Agreement with Trane U.S. Inc. for installation of the HVAC equipment previously purchased under Trane U.S. Inc. Equipment Purchase Agreement No. 7823. The Agreement includes demolition of the existing HVAC system, installation of the previously purchased equipment, associated mechanical, electrical, and controls improvements, startup, testing, balancing, commissioning, and operator training. Completion of this phase will place the new HVAC system into service and improve long-term reliability, operational efficiency, and occupant comfort for both Corky Smith Gym and the Boys & Girls Club.
Discussion
Corky Smith Gym is a key City facility that supports recreational programming, community events, and daily public use. The shared central HVAC system also serves the adjacent Boys & Girls Club facility. The existing system has reached the end of its useful service life and continued operation increases the risk of service interruptions, occupant discomfort, and costly emergency repairs.
On April 14, 2026, the City Council approved procurement of the major HVAC equipment under the OMNIA Partners Cooperative Purchasing Program. Phase 1 procurement has secured the major HVAC equipment, with manufacturing and deliveries underway to support the planned October 2026 start of construction.
The major HVAC equipment required for the project was previously purchased under Trane U.S. Inc. Equipment Purchase Agreement No. 7823 through the OMNIA Partners Cooperative Purchasing Program. The proposed Phase 2 Corky Smith Gym HVAC Upgrades Project Agreement provides the construction services necessary to install the previously purchased equipment and place the new HVAC system into operation. Separating equipment procurement and installation into two agreements maintains continuity with the Phase 1 equipment purchase while providing a standalone construction agreement for installation, commissioning, warranty support, and project closeout. The scope of work includes, but is not limited to:
• Demolition and disposal of the existing HVAC equipment.
• Installation of the previously purchased chiller, boiler, pumps, expansion tanks, air handling units, blower coil units, and associated mechanical systems.
• Mechanical piping, ductwork, and related appurtenances.
• Electrical improvements, including a new 480-volt boiler circuit.
• BACnet controls integration and programming.
• Startup, testing, adjusting, balancing, commissioning, and operator training.
Construction will be coordinated with Parks and Recreation staff and the Boys & Girls Club to minimize impacts to facility operations. Staff recommends approval of the Phase 2 Corky Smith Gym HVAC Upgrades Project Agreement with Trane U.S. Inc. for installation of the HVAC equipment previously purchased under Trane U.S. Inc. Equipment Purchase Agreement No. 7823, in an amount not to exceed $1,225,000, and authorizing the City Manager to negotiate, finalize, and execute the Agreement and associated contract documents, amendments, and change orders within the City Council-approved budget appropriation for the Project.
Environmental Review
The activity performed under this action is not a “Project” as defined under Section 15378 of the CEQA Guidelines and is therefore not subject to environmental review pursuant to CEQA Guidelines section 15060(c)(3).
Fiscal Impact
Funding for the Agreement has been appropriated in the Facilities Replacement / Rehabilitation Fund (603). The Agreement amount shall not exceed $1,225,000 and does not commit the City to any future expenditure beyond the approved contract amount.
