Executive Summary

The East Mission Road Fiber Optic Project, Federal Project (Project) has been completed in conformance with the approved plans and contract documents. The Project will enhance the City’s traffic monitoring program and improve traffic flow along these corridors. The work generally consists of the installation of fiber optic cables, CCTV cameras, and vehicle detection and the upgrade of traffic control devices for implementation of an IP-based communication system along three major corridors within the City. The improvements are located along East Mission Road between San Marcos Boulevard and Nordahl Road, Woodland Parkway between Mission Road and El Norte Parkway, and Nordahl Road between Mission Road and Montiel Road. Staff is seeking approval of the improvements, authorization to issue a Notice of Completion (NOC) for the contract and release of retention and bonds, as appropriate.

 

Discussion

On October 11, 2016, City Council awarded the Project construction contract to HMS Construction, Inc. The Project has been completed in conformance with the approved plans and contract documents.  Below is the project construction expenditure summary:

 

 

The Project Report of Construction Completion and Expenditures is attached to this report.

Staff is requesting authorization to accept the Project improvements, issue the NOC, release retention and bonds or the construction contract, as follows:

                     The  NOC shall  be  filed  with the County Recorder’s Office within 10 days of the adoption of the resolution;

                     Retention shall be released 35 days after filing the NOC;

                     The City Clerk is to release the Labor and Materials Bond six (6) months plus thirty-five (35) days after the NOC has been recorded;

                     The City Clerk is to release the Faithful Performance Bond one (1) year after the NOC has been recorded.

Environmental Review

The Project is exempt from CEQA under section 15301.

 

Fiscal Impact 

The final construction costs totaled $518,388.  The total approved project budget of $729,700 is funded with grant funding (411) and Traffic Safety funds (201) in the Fiscal Year 2017-2018 Budget.

 

Project expenses are anticipated to total approximately $633,388 providing an estimated budget savings of $96,312. The estimated remaining balance of $96,312 will be returned to the respective funds to be made available for future projects upon close out of the project.

 

This Project is part of the City’s comprehensive approach to infrastructure maintenance. No additional cost to maintain the project locations will be incurred as a result of the Project.
