Executive Summary
Staff is requesting the addition of a new capital improvement project (CIP #PK011) to the city’s Capital Improvement Program (CIP). The Project will replace existing wooden sports field lighting poles with new steel poles. The existing wooden poles are deteriorating due to age and are in need of replacement. The project will be funded by HUD’s economic development initiative community project grant funds.
Discussion
During a recent, routine inspection, staff noticed the deterioration of some of the wooden sports field light poles at Bradley Park. Upon further inspection, staff discovered that one of the poles was compromised to the extent that it posed a public safety concern. Staff hired a contractor to replace the existing pole on an emergency basis.
In order to fund this project, City staff recently applied for and was awarded a Community Project Funding Grant from the U.S. Department of Housing and Urban Development (HUD). City staff applied for $1M in funding for the project and was awarded $850,000 to start the initial phase of this project.
Therefore, staff is proposing a continuation of the replacement of the wooden sports field light poles as many of them are at the end of their useful life and may become a safety concern. By addressing these repairs at this time, the city can best serve the interests of the City and the community. The total project cost is expected to be approximately $3.5 million. Staff will continue to pursue additional grant funding to complete the remaining phases of the project.
This resolution recommends that the City Council adopt a resolution to amend the Fiscal Year 2024-25 Capital Improvement Program Budget to add the project (PK011) to the CIP Program and to appropriate $850,000 from the Community Project Funding Grant to the project. City staff also recommends Council delegate authority to the City Manager to negotiate and execute any grant and grant related documents.
Environmental Review
The activity performed under this action is not a “Project” as defined under Section 15378 of the CEQA Guidelines; and, is therefore not subject to environmental review pursuant to CEQA Guidelines section 15060(c)(3). The construction of the project will be evaluated for compliance with CEQA prior to the onset of construction.
Fiscal Impact
The proposed action would appropriate $850,000 within the FY 2024-25 Capital Improvement Program (CIP) budget. Funding to support the initial phase of the project was received through a Community Project Funding Grant from the U.S. Department of Housing and Urban Development (HUD). The CIP budget details are provided in Attachment 1.
