Executive Summary

Backplates on a traffic signal are a frame added to improve visibility of the illuminated portion of the signal by created a controlled-contrast background.  The addition of a backplate with retroreflective borders increases visibility during daytime and nighttime conditions.

Discussion

The City of San Marcos places a significant focus on safety-related improvements that promote and sustain a high quality of life.  The aim of the proposed project is to improve the safety of drivers, bicyclists, and pedestrians by improving signalized intersection visibility on a citywide level and heightening driver awareness of the traffic signals. Installing traffic signal backplates with retroreflective borders is a recognized Federal Highway Administration countermeasure/ strategy in reducing crashes at signalized intersections.  The proposed project targets not only intersections with high crash concentrations, but every signalized intersection in San Marcos that does not have retroreflective backplates. This provides a safe, cost-effective solution to the intersections with higher accident rates and provides consistency on all traffic signals throughout the City.

Staff recommends that the City Council approve the construction documents, authorize the City Manager to award the construction contract to the lowest responsive and responsible bidder, and authorize the City Manager to finalize and execute the contract documents in an effort to expedite construction activities.

Environmental Review

The Project is exempt from CEQA pursuant to Section 15301 Class 1 (c) of the CEQA guidelines as is it involves minor improvements and maintenance to an existing roadway without increasing the capacity of the facilities.

Fiscal Impact

The Project (CIP# TR008) is budgeted in the Fiscal Year 2024-2025 Capital Improvement Projects Budget and funded with State HSIP allocations.
