Introduction
At the Tuesday, October 28, 2014 meeting, the City Council awarded the Creekside Marketplace Building A Improvement Project to Richard and Richard Construction in the amount of $2,488,122. The San Marcos Municipal Code authorizes the City Manager to execute necessary change orders up to $250,000 as long as the change orders, along with the contract price, do not exceed the total appropriated funds. Prior contract change orders for the project totaled $217,279.00. The project is nearing completion, with occupancy set for later this calendar year, although two items remain outstanding and fall outside the original contract. These items will benefit the center and the City and will produce paybacks within ten years. Staff recommends authorizing a change order for the completion of the remaining two items as discussed below.
Discussion
Creekside Marketplace utilizes the deepest city-operated well with the intended purpose of reducing, or eliminating, potable water usage for landscape irrigation purposes. Currently, the mineral composition of the well water, along with the historical low fill rate of the well requires significant potable water use to maintain landscaping at Creekside Marketplace. As part of the Creekside Marketplace Building A improvement Project, additional landscaping was required to comply with conditions placed on the project by the regulatory departments. This requires additional water capacity and overhaul of the irrigation system to allow for additional stations. With the well producing less than sufficient water flow to reduce potable water usage, a new underground tank storage system will allow for the low impact use of the well, supply sufficient water to reduce potable water usage, provide necessary changes for additional landscaping requirements and result in an estimated seven-year payback. The underground storage system will be located adjacent to the well, located at the southern end of Grand Avenue. The City has also taken steps to reduce water usage, in compliance with the existing drought regulations and to be good stewards of the finite resource. This includes the discontinuation of the center’s gateway fountain and browning of turf areas.
In compliance with Title 24 regulations and new building codes, lighting on and immediately around Building A have been converted to low energy usage LED lighting. This change should be extended to entire center, creating lower usage and energy costs for the City and its tenants at Creekside Marketplace. Under the proposed alteration, the contract will replace 211 low pressure sodium pole mounted fixtures, 56 low pressure sodium wall packs and minimal packs for stock. This will provide a uniform look to the center and will provide white-colored lighting, aiding in security and general visibility. The payback for this alteration is estimated to be 7 years.
Fiscal Impact
The well modifications are $47,330.00 for design and inspection, $206,376.00 for construction which has a payback of 7 years. The lighting alterations will cost $288,957.00 and will also have a payback of 7 years. Together, the change order under this resolution will be $542,663.00. Sufficient funding for this change order is available under the original Creekside Marketplace Building A appropriations, which included commissions, purchase of the building from Lowes, design costs and construction. No additional appropriations are necessary for the completion of the Building A Improvements.
