Introduction

On February 18, 2011, the E. Mission Road Fiber Optic Project was approved for federal funding by the Federal Highway Administration under Cycle 4 of the Highway Safety Improvement Program (HSIP).

 

The project will install approximately 22,000 linear feet of fiber optic communication cable, CCTV cameras, traffic signal controller upgrade and associated improvements along Mission Road, Nordahl Road and Woodland Parkway. The project site is located along Mission Road from San Marcos Boulevard to Nordahl Road, Woodland Parkway from Mission Road to Borden/El Norte Parkway, and Nordahl Road from Mission Road to Center Drive. The project will enhance the City's traffic monitoring system, enhance the traffic signal coordination between the SPRINTER and existing traffic signals along Mission Road, and improve overall traffic flow along the referenced corridors.

 

Discussion

The following bids were received on May 19, 2015 for the construction of the E. Mission Road Fiber Optic Project:

 

1. Steiny and Company                     $435,665.00

2. High-Light Electric, Inc                     $454,992.00

3. DBX, Inc                     $538,632.00

4. Select Electric Inc                     $561,932.00

 

Although Steiny and Company was identified as the lowest bidder, their bid did not meet the required Disadvantage Business Enterprise (DBE) goal set by the federal grant requirements for this project. Additionally, the Good Faith Effort (GFE) forms provided by Steiny and Company were insufficient and put the City at risk of failing to meet federal requirements for this project. The DBE/GFE efforts of the other bidders were also inadequate.    Upon final review of the bid results, staff contacted the local HSIP governing agency, Caltrans, for concurrence of these findings. Caltrans Local Assistance staff suggested re-advertizing the project to eliminate the risk of not complying with federal DBE grant requirements. Therefore, staff recommends rejecting all bids and re-advertising the project. 

 

Fiscal Impact 

The project cost of $644,700 is budgeted in the approved Fiscal year 2015/2016 CIP budget. The project funding consists of $580,200.00 of federal grant funds and $64,500 of local funds. Of the $644,700 project budget, $99,800 is for Preliminary Engineering and $544,900 is for construction. The estimated annual maintenance cost for the new fiber optic line and communication equipment is anticipated to be approximately $5000 and is reflected in the Fiscal Year 2015-2016 Public Works Operating budget.
