Introduction

The Fire Prevention Bureau is currently staffed by one (1) Safety Division Chief/ Fire Marshal, who manages the Bureau, which is supported by two (2) Fire Inspectors and one (1) Fire Prevention Technician. With increased development within the City there is a corresponding increase in demand for Fire Prevention support, including but not limited to review of proposed projects, fire safety plan review and related construction inspections, evaluation of fire protection water supply and emergency access, annual inspection of new businesses and existing occupancies, and other duties. The proposed Bureau reorganization will provide additional support to sustain the needs of development of the City and continued enforcement of fire prevention safety standards and practices.

Discussion

The Fire Prevention Bureau reorganization being proposed consists of one (1) Non-Safety Fire Marshal, one (1) Non-Safety Deputy Fire Marshal, one (1) Fire Inspector, and two (2) part-time paid Interns. The new position of Non-Safety Fire Marshal and Non-Safety Deputy Fire Marshal would have similar job responsibilities to that of the current Safety Division Chief/Fire Marshal with a reduced focus on the management of Fire Prevention Bureau staff, as the responsibility of Fire Prevention management would fall to the Fire Chief.  The additional Fire Inspector will be the result of the reclassification of the current Fire Prevention Technician position. This reorganization will provide additional support necessary to adapt to the changing needs of the Department, the Bureau and the City. By transitioning the Fire Prevention Technician position to a Fire Inspector position and adding two part-time paid Interns, both the current fire inspection workload and City will be better served.

Fiscal Impact

By transitioning a Safety Division Chief position into two (2) Non-Safety positions, the proposed Fire Prevention Bureau reorganization will result in salary and benefit savings to the City.
