Executive Summary
Approval of the resolution will delegate authority to the City Manager to finalize and execute a consulting agreement with Villa Civil, APC, for as-needed Capital Improvement Program (CIP) support services for the Development Services Department. Contract support services would be utilized as a resource to assist and supplement existing CIP staff operations on an as-needed basis.
Discussion
The City’s Capital Improvement Program (CIP) is a multi-year, multimillion-dollar program, which includes numerous City infrastructure projects at their various stages of development. To help assist and supplement existing CIP staff operations, the City solicited for as-needed CIP consultant support services.
These support services provide the City with the opportunity and flexibility to quickly adjust staffing levels to accommodate fluctuating workload demands and help ensure the timely completion of CIP projects. As these services are intended to be a resource for the City they will be utilized on an as-needed basis to help address short-term increased project workload demands, address time-sensitive projects, and help advance projects that have either been delayed or have not made substantial progress due to limited or reduced staff availability.
The City solicited proposals for these CIP support services and based on staff evaluations identified Villa Civil, APC, as the top ranked consultant firm. Therefore, staff recommends City Council approve the resolution delegating authority to the City Manager to finalize and execute a consulting agreement with Villa Civil, APC, for as-needed CIP support services for the Development Services Department.
Environmental Review
Section 15378(a) of the California Environmental Quality Act (CEQA) Guidelines (California Code of Regulations, Title 14, Chapter 3) defines an activity as a “project” if it has the potential to result in either a direct, or reasonably foreseeable indirect, physical change to the environment. The proposed contract agreement is not a project within the meaning of CEQA because there is no potential for it to result in a physical change in the environment, either directly or indirectly.
Fiscal Impact
The agreement is for as-needed services and therefore will be used on a project and/or task basis. The agreement is for a total not-to-exceed amount of $2,500,000. Work will be authorized by task orders on an as-needed basis. Task orders will be paid with existing budgeted funds.
