The Climate Action Plan (CAP) Monitoring Report was presented to the CAP Citizens Advisory Committee on November 20, 2024, and to the Planning Commission on December 2, 2024.

Executive Summary
The City Council adopted the updated CAP in 2020. The CAP includes eight strategies and 22 measures to achieve Greenhouse gas reductions by the target year 2030. Staff presented the first biennial monitoring report to the Planning Commission and the City Council in 2022/2023 to provide information on the implementation efforts of CAP measures.
Staff is now presenting the second biennial monitoring report to the City Council. The attached CAP Monitoring Report provides information on implementation status of all the 22 measures and highlights continuing efforts on CAP implementation. The City Council is requested to receive this information from staff. No other action is required at this time.
Environmental Review
Receiving CAP monitoring report is not a project within the meaning of Section 15378 of the CEQA Guidelines because there is no potential for it to result in a physical change in the environment either directly or indirectly. Additionally, even if the CAP monitoring report is considered a project subject to CEQA, it would be exempt pursuant to Section 15061(b)(3) of the CEQA Guidelines because it can be seen with certainty that there is no possibility it would have a significant effect on the environment.
Fiscal Impact
Receiving the CAP Monitoring Report is not expected to result in any Fiscal Impacts to the City.
