Recommendation
ADOPT a resolution accepting the improvements included in the Connors Park Project (Project), ordering the recording of a Notice of Completion and authorizing the release of construction bonds required per the contract between the City of San Marcos and Western Rim Construction, Inc. The City Clerk is to release the Faithful Performance Bond one (1) year after the Notice of Completion has been recorded.

Introduction
The Project is located along San Marcos Boulevard, between Tiger Way and Westlake Drive adjacent to San Marcos Elementary School. The work included playfield, well irrigation and landscaping improvements, and the addition of a lighted artificial turf multi-purpose sports field, restroom and storage building, tot-lot, picnic area, basketball and tennis/pickle ball courts.
Discussion
The Project improvements have been installed and are in substantial conformance with the approved plans and contract documents for CIP #88226.
The total final contract payment to the contractor for work completed is $3,356,877.94 which includes a total of $118,397.00 of approved change orders.
The cost of approved contract change orders was 3.6% of the original contract, which meets the Department Goal to avoid contract change orders from increasing the contract amount by more than 5%.
Fiscal Impact  
The capital costs were funded through a State of California Proposition 84 Grant, Community Development Block Grant and Successor Agency No. 3 Bond Proceeds. The annual maintenance costs for the Project's improvements are estimated to be $80,000 and are accounted for in the Public Works Parks Maintenance budget.
