Executive Summary
The Rancho Coronado Park Improvements Project (Project) involves the construction of interim park improvements at a future park site, located adjacent to the intersection of Santa Barbara Drive and Treasure Drive in the Rancho Tesoro community. City staff has publicly solicited and reviewed the bids for the Project and recommends that the City Council approve the award of the construction contract to the lowest and most responsive bidder, Handy Industrial.
Discussion
The interim improvements include installation of a turf (grass/sod) soccer field, stabilized parking area, and a portion of utility infrastructure for Future Phases, until such time as a more extensive park development plan is developed and approved.
On February 15, 2022, staff publicly solicited bids for the Project. A total of nine bids were received for the Project and were publicly opened on March 10, 2022.

The lowest bid was determined by combining the total amount of the Base Bid Items plus all Additive Alternate Items. The bids were reviewed and evaluated, and Handy Industrial was determined to be the lowest responsive bidder. After the reviewing the lowest bid, staff recommends awarding the Base Bid and several Additive Alternate Items for the project to ensure sufficient funds are available for the Project plus construction contingencies. Staff is seeking Council approval to award the construction contract to Handy Industrial in the amount of $948,375.70.
Environmental Review
The Project is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines section 15304 Class 4 (Minor Alterations to Land). The Project consists of the construction of unlighted soccer fields, and related parking and access improvements. The Project is located on a fully disturbed and graded site in the City of San Marcos.
Even if a project is ordinarily exempt under any of the potential categorical exemptions, CEQA Guidelines section 15300.2 provides specific instances where exceptions to otherwise applicable exemptions apply. The Project or its circumstances would not result in or trigger any of the exceptions identified in CEQA Guidelines section 15300.2; accordingly, the project qualifies for a CEQA Exemption as identified in CEQA Guidelines section 15304 Class 4 (Minor Alterations to Land).
Fiscal Impact
The Project (CIP # PK006) is budgeted and approved in the Fiscal Year 2021-2022 Capital Improvement Projects Budget. The proposed resolution does not change the overall budget of the Project.
