ADOPT a resolution awarding contracts as follows: to Stertil-Koni USA Inc., under Sourcewell Cooperative Contract #121223-SKI, for the purchase and delivery of one in-ground tandem axle heavy equipment lift, in the amount of $211,731.29; and to Southwest Lift & Equipment, Inc., named the local dealer and preferred installer, for civil and installation services, in the amount of $271,767.00; and authorizing the City Manager to negotiate, finalize, and execute both contracts and any related documents, for a combined not-to-exceed amount of $483,498.29.

Executive Summary
The Public Works Department maintains a fleet of more than 420 assets of varying sizes and functions.
The City’s Fleet Maintenance Facility currently operates with two single rear-axle in-ground lifts, which limits the ability to safely raise and service tandem-axle vehicles. Since the construction of the Fleet Maintenance Facility, the City’s fleet has grown substantially in both size and complexity, with the addition of more heavy equipment and specialty vehicles.
The installation of a new in-ground tandem axle heavy equipment lift will address these operational limitations and support the Department’s evolving maintenance needs.
Approval of this resolution will restore full heavy-duty lifting capability to the City’s Fleet Maintenance Facility, ensuring that Public Works can continue to provide timely, safe, and efficient maintenance support for all City departments.
Discussion
When the Fleet Maintenance Facility was constructed in 1992, the San Marcos Unified School District occupied the portion of the shop containing the facility’s only tandem-axle lift. Since then, the City’s fleet has expanded to more than 420 assets, including 29 pieces of heavy equipment, 28 large and specialty trucks, and 11 ambulances-many of which require tandem lifting capability for safe maintenance. The facility currently operates with two single rear-axle in-ground lifts, limiting its ability to fully service heavier vehicles.
The purchase and installation of this lift will restore the City’s ability to safely and efficiently service tandem-axle vehicles, improve maintenance workflow, enhance technician safety, and extend the life of key fleet assets.
The Public Works Department evaluated options for the purchase and installation of an in-ground tandem axle heavy equipment lift and determined that utilizing the Sourcewell Cooperative Purchasing Program (Contract #121223-SKI) provides the most efficient and cost-effective approach. This cooperative contract was competitively solicited and awarded to Stertil-Koni USA Inc. on February 2, 2024, following Request for Proposal (RFP) #121223 issued on November 15, 2023. The solicitation included cooperative purchasing language allowing other public agencies nationally to utilize the resultant contract through Sourcewell’s program.
In accordance with San Marcos Municipal Code section §2.30.110 (Cooperative Purchasing, Piggyback Procurement), the City is authorized to use the Sourcewell cooperative, of which the City is a Participating Agency, to procure an in-ground tandem axle lift. This would result in the City entering into two separate agreements: an agreement with Stertil-Koni USA Inc., the manufacturer and awarded vendor under the Sourcewell cooperative contract for the purchase and delivery of the heavy maintenance equipment; and an agreement with Southwest Lift & Equipment, Inc., the authorized local dealer and installer for the civil, foundation, and installation services associated with the lift, ensuring compliance with manufacturer specifications.
Staff recommends that the City Council approve the award of contracts for lift purchase and installation in a combined amount not to exceed $483,498.29, and authorize the City Manager to negotiate, finalize, and execute all necessary agreements and related documents with Stertil-Koni USA Inc. and Southwest Lift & Equipment, Inc.
Environmental Review
The proposed contracts do not have the potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment; they therefore do not constitute a “project” as defined by Public Resources Section 21065, and are exempt from CEQA or other environmental review pursuant to CEQA Guidelines section 15061(b)(3).
Fiscal Impact
The total combined contract amount is not to exceed $483,498.29. Funding for this purchase and installation has been budgeted in Fiscal Year 2025-2026 Facilities Replacement/Rehabilitation Fund (603). The awarded contract does not commit the City to any future expenditure.
