Introduction
The City Council adopted Legislative Procedures and the 2017 Legislative Platform to guide the consideration of state and federal bills that affect City operations. In keeping with that direction, this report provides update on legislation with an official City position.
Discussion
At the federal level, very few bills of significance have been passed since Congress has been focused on health care, hurricane relief, the development of the 2018 budget, and raising the debt ceiling. The federal debt ceiling must be raised by September 29 and the federal fiscal year ends September 30. City staff and our legislative advocates continue to monitor the budget process as it relates to City programs, including Community Development Block Grants, transportation funding, housing, fire/emergency management, and other items.
At the state level, the Legislature returned from its summer recess on August 21. They must pass all bills by this Friday, September 15. The Governor has until October 15 to take action on legislation.
The State Legislature has introduced and considered a number of bills this session that would negatively affect local control. The status of those and other bills with a City position can be found in Attachment A. Our legislative advocates in Sacramento will be coming to the November 14 City Council meeting to discuss the outcome of this legislative session and what we should expect to see next year.
