ADOPT AND APPROVE the following in the order set forth below:

2. APPROVE Resolution PC 25-5156 (Conditional Use Permit CUP23-0004) to allow for the operation of an automotive fueling station as an accessory use at an existing Costco Business Warehouse in the Commercial (C) Zone;

Introduction
The project applicant is requesting the approval of a Conditional Use Permit (CUP 23-0004) to allow for the construction and operation of an automotive fueling station with 18 multi-product fuel dispensers covered by a 16,090 square-foot canopy. The project site is located on the west side of Bent Avenue, between San Marcos Boulevard and Grand Avenue, as shown on the Vicinity Map (Attachment A).

Discussion
The project site is a 14-acre property located at 150 S. Bent Avenue and is currently developed with a Costco Business Warehouse. Under Site Development Plan (SDP00-189), the existing 144,000 square-foot commercial building was constructed as a Fry's Electronics retail store in 2002. In 2021, tenant improvements remodeled the building for the operation of a Costco Business Warehouse. The proposed Conditional Use Permit (CUP23-0004) would allow for the addition of an automotive fueling station as an accessory use for the existing commercial warehouse.

The site is zoned Commercial (C) and designated "Commercial" in the General Plan. The project site is in the vicinity of the Marcos Specific Plan, approved for the development of 102 multi-family condominium units and 56,924 ...
